Serbia proposes taxes on greenhouse gas emissions, imported carbon-intensive products

The Ministry of Finance of Serbia launched public consultations on the draft Law on Greenhouse Gas Emissions Tax and Law on Carbon-Intensive Product Imports Tax, both at EUR 4 per ton of CO2 equivalent.

On January 1, importers of electricity, cement, iron and steel, aluminum, hydrogen and fertilizers to the European Union will start paying the CBAM carbon dioxide tax. If the country of origin also has a CO2 pricing system and the EU recognizes it, the sum will be deducted from CBAM.

The greenhouse gas emissions tax won’t be a new fiscal burden, but an incentive for modern and cleaner production, the Ministry of Finance of Serbia stressed in its public consultation call on what it said would be two key laws for the country’s green transition. It intends to charge producers and importers of certain goods EUR 4 per ton of CO2 equivalent.

The draft Law on Greenhouse Gas Emissions Tax and draft Law on Carbon-Intensive Product Imports Tax are intended to lower pollution, improve energy efficiency and secure a more equal position for the Serbian industry in the domestic and international markets, according to the announcement.

The public consultation process lasts until October 21, the deadline for submitting comments and suggestions. Presentations and discussions are scheduled for October 8 and October 15 in Belgrade, and online meetings are to be held on October 10 and October 17.

Both laws to enter into force on January 1, when EU also starts charging CBAM

The first of the two taxes is for big industrial emitters in the sectors of cement, fertilizers, iron and steel, aluminum and electricity. The ministry added that it is targeting January 1 for both laws to come into effect.

On the same date, the EU is set to start charging its Carbon Border Adjustment Mechanism (CBAM) tax on imported electricity, the other said goods as well as hydrogen. If the country of origin also taxes CO2 and the EU recognizes its system, the sum that was paid will be deducted from CBAM.

The CBAM tax is envisaged to rise every year until in 2034 it becomes equal as the prices of grenhouse gas emission certificates in the EU’s Emissions Trading System (EU ETS). Of note, the plan is also to expand the mechanism to other segments that EU ETS covers. The price has held above EUR 75 per ton of CO2 equivalent in the past month.

Institutional infrastructure isn’t sufficiently developed to roll out domestic ETS

The draft Law on Carbon-Intensive Product Imports Tax, envisaged as an equivalent to CBAM on the home market, doesn’t include hydrogen (and neither does the other draft), due to negligible production, while electricity wasn’t included because of technical limitations and a lack of a precise taxing methodology, the ministry explained.

The tax on imported carbon-intensive products would cover only the entities that import more than five tons of the designated products per year

Importers would be taxed based on emissions embedded in the production of the goods from abroad, but they will be able to use tax credits if an emissions levy has already been paid in the country of origin, similar to the EU system. The obligation is only for companies importing more than five tons of designated products per year.

The government opted for a tax instead of an ETS because “an emissions trading system requires a developed institutional infrastructure and market mechanisms that currently aren’t completely established,” an accompanying document reads.

Importantly, an independent verification system is under development.

The taxes would cover CO2, nitrous oxide (N2O) and perfluorocarbons (PFCs).

CO2 tax scope limited to certain larger producers

The ministry pointed out that the draft law wasn’t made to be applied extensively, but only to the firms obligated to have a license for emissions from their plants. Mostly they are large and medium-sized companies. The increase in administrative expenses would be limited, as the entities in the group already measure emissions data, in line with the Law on Climate Change, and send them to the Ministry of Environmental Protection.

The production of synthetic fertilizers and nitrogen compounds, cement, pig iron, steel and ferroalloys, aluminum and electricity accounts for over 57% of emissions in Serbia and more than 90% within the national monitoring and reporting system.

Tax deductions for large electricity producers that invest in decarbonization

A payer of the greenhouse emissions tax that predominantly generates electricity, accounting for at least 80% of its income in the previous annual tax period, is eligible for a tax credit amounting to 20% of the sum that it invested in decarbonization measures, the draft shows.

The deduction wouldn’t exceed 80% of the due tax. The government determines the said measures.

The draft greenhouse gas emissions tax envisages incentives for the taxpayers to finance green projects, the just transition and protection of vulnerable households

In addition, entities that pay the tax would be eligible for incentives, from the state budget, for financing climate and energy transformation through investing in renewables and energy efficiency, innovative low-carbon technologies, decarbonization of industrial production, green construction and support to the just transition and protection of vulnerable households.

In the short term, the new fiscal obligation can cause a moderate increase in production costs for facilities with significantly high emissions, the ministry said. Then there is a possibility, over the long term, for a moderate indirect effect on prices of some products, like construction materials and energy, but it would be limited and gradual, the law’s authors claim.

European day-ahead power market rolls out 15-minute trading intervals

The Single Day-Ahead Coupling area split its hourly units into 15-minute intervals for electricity trading. The change, affecting most European markets, is aimed at enhancing the integration of renewables by making flexibility and balancing more efficient.

After delays and intensive testing, the European wholesale electricity market switched to a 15-minute market time unit (MTU) from hourly blocks within the Single Day-Ahead Coupling (SDAC) mechanism. The transition was implemented across all bidding zones and bidding zone borders, according to the All NEMOs Committee, gathering nominated electricity market operators.

Thirty transmission system operators were involved in the move, aimed at creating an integrated pan-European cross-zonal day-ahead electricity market. Only Great Britain, Switzerland, the Western Balkans, Turkey and Cyprus, the European Union’s only non-interconnected member state, are outside of the SDAC region.

The first trading sessions were held at power exchanges yesterday, for delivery today. So far there were no indications of glitches with the quarter-hourly products.

A more than a year-long testing campaign for the 15-minute MTU solution included the validation of local, regional and cross-border functionalities, verification of connectivity between parties and confirmation of overall system readiness, the Market Coupling Steering Committee, MCSC, said last month.

Also of note, Cyprus launched its electricity exchange yesterday, with day-ahead, forward and balancing markets. In spot trading, the interval is 30 minutes.

Benefits from trading blocks with shorter intervals

The European Union is pushing the electricity market to improve efficiency by matching production and consumption more accurately. With the rising shares of solar and wind power in the energy mix, the frequency and intensity of fluctuations from weather changes are growing as well.

The 15-minute interval captures the changes better than the one-hour block, reducing balancing needs and costs and freeing up capacity. Wind and clouds aren’t very predictable, so unmatched production forecasts cause imbalances. It can burden the intraday market, where they are corrected. Shorter intervals lower the deviations.

Opportunity for battery storage deployment

With 15-minute products, more short-term fluctuations will already be captured in the day-ahead auction, Vattenfall said in a comment.

“Generation and demand can now be mapped much more precisely. We can submit more accurate forecasts, market renewables more effectively, deploy batteries and pumped storage more efficiently, and significantly increase system flexibility,” the company’s Head of Short-Term Asset Optimization Jörg Seidel pointed out.

Consumers could also benefit, according to the Swedish energy producer and supplier. More precise price signals open new savings potential through dynamic tariffs and smart meters, enabling households to use electricity when it is cheapest, it explained. It could make heat pumps, photovoltaic systems, batteries, and electric vehicle charging more efficient and affordable.

“Flexibility is becoming the currency of the energy transition,” Seidel stressed.

Nevertheless, nothing changes for small consumers including households until they get an electricity meter that can track quarter-hourly blocks.

With higher fluctuations in shorter intervals, opportunities arise for operators of battery energy storage systems (BESS) and other storage and balancing technologies, which stabilizes the electricity system. The switch to the 15-minute MTU is mostly beneficial for aggregators as well, reducing their exposure to penalties for failing to meet forecasted levels of production.

Corinth Pipeworks commissions Greece’s biggest industrial rooftop PV system

Steel pipe manufacturer Corinth Pipeworks has put into operation a 7.1 MW photovoltaic facility on its plant in the Thisvi Industrial Area. It is the largest industrial rooftop PV system in Greece, the company said.

A steel pipe factory northwest of Athens will cover an estimated 25% of its electricity needs with its new solar power plant, generating some 10 GWh per year. Corinth Pipeworks (CPW) revealed that it has commissioned the 7.1 MW system, pointing out it is the largest industrial rooftop photovoltaic facility in Greece.

The company, owned by Cenergy Holdings, conducted the endeavor under an ESCO scheme. The project was entirely designed and implemented by Survey Digital Photovoltaics. It was financed by investment firm Sirec Energy and Survey Digital Photovoltaics, in collaboration with Piraeus Bank.

Under the terms of the 10-year lease, the system will be transferred at no cost to Corinth Pipeworks. The behind-the-meter PV plant is for own consumption, injecting no electricity into the high-voltage grid.

Corinth Pipeworks surpassed its 2025 target of sourcing 80% of its energy consumption from renewables

The facility spans almost six hectares on two factories, at a height of ten meters. It consists of 12,000 solar panels.

With the photovoltaic plant and a power purchase agreement (PPA) for a wind farm, CPW surpassed its 2025 target of sourcing 80% of its energy consumption from renewables. The company’s portfolio includes pipes for hydrogen pipelines.

“This choice carries particular significance, as it comes from an organization with both the technical capacity to develop the photovoltaic system and manage the generated energy, as well as the financial capacity to finance the investment independently. Yet, it chose to move forward in collaboration with us and Survey Digital Photovoltaics, recognizing the value of strategic partnership,” said Vice President of Sirec Energy Vangelis Bardis.

A subsidiary of Viohalco, Belgium-based Cenergy Holdings also controls Hellenic Cables, which manufactures power and telecommunications cables.

Bulgarian capital Sofia to create its first energy community in Vitosha district

Citizens and businesses in Sofia will be able to invest in a photovoltaic system on a school rooftop as part of the first energy community. It would be a partnership between the city’s Vitosha District, individuals and legal entities.

Following a few early initiatives in Bulgaria, the capital city decided to establish its first energy community. The Sofia Municipal Council voted to call on individuals and firms to invest in the installation of a rooftop solar power plant of 74.8 kW in peak capacity.

The system, expected to become operational within a few months, would be on the Acad. Emilian Stanev secondary school in the district of Vitosha. The plan is to use the electricity for the building’s needs and for other municipal facilities.

Participants can invest EUR 260 to EUR 2,600 each

The project is worth BGN 90,000 (EUR 46,000), including value-added tax, according to the local authority. The Vitosha District has earmarked just over EUR 1,000 for the endeavor. Citizens and businesses in Sofia would be invited to invest between EUR 260 and EUR 2,600 per participant in the energy cooperative.

“I believe that local government should be the driver for decentralized energy,” Deputy District Mayor Krasimir Dzhambazov said. There are 24 districts under the Sofia Municipality, also known as Stolichna (capital) Municipality. It provided the school roof free of charge.

After ten years, the city administration becomes the owner of the PV system. It unveiled the project almost a year ago. Bulgarian-Austrian Consulting Co. (BACC) and the Sofia Energy Agency (SOFENA) are consultants in the endeavor.

Vitosha energy community may integrate planned PV self-consumption systems for kindergartens

As 11 more units are about to be installed in Vitosha for self-consumption for kindergartens, including them in the energy community is under consideration, the update reveals.

Earlier this year, the Ministry of Energy, Electricity System Operator (ESO) and the Bulgarian Development Bank (BDB) agreed to introduce a solar power program for municipalities, schools, kindergartens, hospitals and small businesses, without any upfront costs. Minister of Energy Zhecho Stankov said the aim was to create the largest energy community in Europe.

Gabrovo and Burgas have launched the most notable municipal energy community initiatives in Bulgaria. The concept is gaining popularity across the European Union and beyond as an essential segment of the energy transition. In addition, households, small firms and local authorities, utilities and institutions can benefit from energy sharing or becoming prosumers.

Moreover, municipal and regional administrations have the opportunity to strengthen their energy self-sufficiency and achieve savings without burdening their public finances.

Croatia to get EUR 44 million in green transition grants

Under the European Economic Area and Norway Grants, Croatia is entitled to EUR 21.6 million from the Green Transition Programme and EUR 22 million from the Green and Blue Business Innovation Programme in the period until 2028. The funding is part of a EUR 111 million mechanism, which includes support for local development and the judiciary.

Minister of Regional Development and European Union Funds Nataša Mikuš Žigman, Ambassador of Iceland Helga Hauksdóttir and Ambassador of Norway Arne Sannes Bjørnstad signed memoranda of understanding on the implementation of the European Economic Area (EEA) and Norway Grants for the period until 2028.

Croatia is entitled to EUR 111 million for investments in the green transition, local development, innovation in green and blue business, and the judiciary.

EEA Financial Mechanism to bolster transition to more sustainable society

It confirms the country’s continuous and successful cooperation with Norway, Iceland, and Liechtenstein, Mikuš Žigman asserted.

“Through projects funded by the EEA and Norway Grants, we are strengthening institutional capacities, supporting sustainable development, inclusiveness, and innovation, and contributing long-term to improving the quality of life of our citizens. These mechanisms also enable us to jointly develop solutions for key social and economic challenges and to build the foundations for further cooperation with partner countries,” she stated.

Projects worth more than EUR 103 million were implemented in Croatia in the previous funding period

In the new programming period, the EEA Financial Mechanism is set to fund projects worth EUR 21.6 million under the Green Transition Programme, aimed at accelerating the transition towards a more sustainable society. A further EUR 33 million would be invested through the Local Development Programme, including projects to improve access to STEM education in less developed regions. STEM is an acronym for integrated science, technology, engineering and mathematics.

Hauksdóttir said the cooperation reflects solidarity and helps support equal opportunities and living standards across the EEA. She added that such projects strengthen public institutions, support vulnerable communities, encourage innovation, and establish lasting ties between researchers, local communities, civil society and artists across borders.

Norway Grants helping foster low-carbon circular economy

From the Norway Grants segment, EUR 22 million is earmarked for the Green and Blue Business Innovation Programme, fostering sustainable and competitive development of Croatia’s economy through green and blue innovation, including low-carbon circular economy models.

Through the Justice Programme, there is EUR 21.55 million for improving access to an independent, accountable and efficient judicial system, as well as to enhance correctional institutions in line with international and European standards.

“For many years, Croatia and Norway have been working side by side to build a stronger Europe – one that is more competitive, but also more inclusive and greener, and thus more technologically and economically efficient. In a world marked by uncertainties such as the war in Ukraine, climate change, and global instability, it is clear that European countries are stronger when we act together, in solidarity, defending shared interests and values,” Ambassador Bjørnstad stressed.

In the previous funding period, projects worth more than EUR 103 million were implemented in Croatia, including the establishment of four regional science centres and the construction of a major geothermal well in Bjelovar. The Energy and Climate Change Programme was for a cleaner environment, strengthening energy security and resilience, reducing costs in public institutions and buildings, and raising awareness of energy efficiency.

Norway Grants and EEA Grants are segments of the EEA Financial Mechanism. Its beneficiaries are in EU member states with a gross national income (GNI) per capita below 90% of the average. The current seven-year funding period began in May 2021 and it lasts until April 2028.

Bulgaria to start talks with developers of small modular reactors

Bulgaria should discuss the possibility of installing small modular reactors on its territory with companies developing the technology, according to Minister of Energy Zhecho Stankov. In his view, it is a logical step after the country signed a memorandum of understanding with the United States on nuclear energy and assistance in preliminary studies.

Minister of Energy of Bulgaria Zhecho Stankov said that during his forthcoming visit to Ontario, Canada, he is going to a site where the first four small modular reactors (SMRs) are being built. Last week, he signed a memorandum of understanding with United States Secretary of Energy Chris Wright reaffirming the objectives of the bilateral agreement to strengthen cooperation in civil nuclear energy use.

Bulgaria’s government considers the SMR technology a tool for long-term stability, predictability and affordable low-emission electricity production.

“After signing a joint statement last week with the US Secretary of Energy Chris Wright on that country’s assistance for sites on Bulgarian territory for small modular reactors – it is a new, modern technology, very flexible, which attracts investments in data centers and artificial intelligence centers – the normal next step for the Bulgarian side is to start talks with potential companies that develop this type of technology,” Stankov told reporters in New York City.

US to assist Bulgaria in prefeasibility studies

The memorandum envisages cooperation in the development and deployment of innovative technologies for nuclear reactors, aimed at enhancing Bulgaria’s economic security and energy resilience with the support of the US Department of Energy’s Office of Nuclear Energy.

Minister Stankov called for regional cooperation to reduce vulnerabilities and form a sustainable energy market

The Balkan country would benefit from the expertise of US laboratories in conducting preliminary studies of the feasibility and suitability of potential sites for the deployment of small modular reactors. The US Trade and Development Agency has said it is prepared to fund the assessment of SMR technologies to identify the ones most adequate for Bulgaria, the ministry added.

Speaking in New York City, Stankov also outlined the priorities – new energy corridors, investments in green energy and balancing capacities including pumped storage hydropower plants and battery energy storage systems (BESS), the projects for units 7 and 8 at the Kozloduy nuclear power plant, and regional cooperation for reducing vulnerabilities and forming a sustainable energy market.

Prime Minister Zhelyazkov endorses both rival projects for electricity corridors

Notably, Prime Minister Rosen Zhelyazkov said that he spoke with President of Azerbaijan Ilham Aliyev about the supply of green energy from the Caspian region to Europe. The plans involve 6 GW from Azerbaijan or, potentially, 10 GW if Kazakhstan and Turkmenistan are involved, he added

The proposed subsea power interconnector under the Black Sea is increasingly realistic and so is an onshore corridor from Armenia and Georgia through Turkey, according to Zhelyazkov.

EPBiH receives EUR 2 million from KfW for green, market-oriented transformation

Germany’s KfW Development Bank is donating EUR 2 million to Elektroprivreda Bosne i Hercegovine (EPBiH). The funding is for the acceleration of the energy transition and strengthening market mechanisms in Bosnia and Herzegovina’s state-owned power utility. The grants cover monitoring carbon dioxide emissions and related reporting as well as the development of a decarbonization roadmap and a virtual power plant project.

General Manager of Elektroprivreda BiH Sanel Buljubašić and the company’s Executive Director for Economic Affairs Sanela Jurišić signed an agreement with KfW’s Head of the Division of Energy and Transport in Southeast Europe and Turkey, Pablo Obrador, on EUR 2 million in grants.

Germany’s development bank approved the funds within the program Supporting Market-Oriented Green Transformation in the Eastern Neighbourhood and Western Balkans, on behalf of the European Union. It is supported by European Fund for Sustainable Development Plus.

EPBiH committed to sustainable decarbonization

The deal is aimed at supporting the institutional capacities of EPBiH for managing its green transition and corporate transformation.

The funding is part of the program Supporting Market-Oriented Green Transformation in the Eastern Neighbourhood and Western Balkans

“The project that we are developing with KfW bank represents an important step toward speeding up the energy transition and strengthening sustainable market mechanisms in our company. With this milestone, Elektroprivreda BiH confirms its commitment to sustainable decarbonization as well as strengthening competitiveness through investments in green technology,” CEO Buljubašić stated.

Experts to participate in development of CO2 emissions tracking plan, establishment of virtual power plant

The grants are earmarked for technical support, which includes financing the services of expert consultants for a plan for monitoring CO2 emissions and related reporting, their support in producing a decarbonization roadmap, in corporate sustainability reporting and the establishment of a virtual power plant. Additionally, a part of the funds will be for technical support in the materialization of strategic guidelines defined in EPBiH’s energy transition and decarbonization strategy until 2050.

 

“We have invested in renewable energy sources before, and the signing of the contract represents a new chapter in our cooperation. I express hope that the new systems will be implemented soon and I express the bank’s preparedness to support Elektroprivreda BiH’s new green energy business models,” KfW’s representative Pablo Obrador said, as quoted by Bosnia and Herzegovina’s state-owned utility.

Alongside supporting EPBiH’s corporate reforms, the grant funding will be used for improving the company’s commercial efforts aimed at strengthening market preparedness and the improvement in strategic positioning within the rapidly developing energy sector.

Turkey starts building solar parks on former coal land

After the first two units of 5 MW each, state-owned Turkish Coal Enterprises (TKI) is planning two solar power plants of 14 MW in combined peak capacity at sites of its previous mining operations.

Former coal mines and their tailings dumps, together with the ash disposal fields of thermal power plants, are among the most convenient areas for solar power plants, unlike fertile agricultural land. In Southeastern Europe, Greece is leading the way by transforming its coal land into industrial hubs with cutting-edge technologies, with the focus remaining on energy – mostly solar power plants. Their capacity is among the highest in the world.

Other countries in the region are advancing slowly in such decarbonization projects, with the exception of North Macedonia, or are still in the planning stage, but Turkey announced that it intends to speed up the construction of photovoltaic units on sites of former coal mining operations.

The Ministry of Energy and Natural Resources said the capacity would reach 24 MW next year

Turkish Coal Enterprises (TKI) is revitalizing the areas of depleted open pit mines also through afforestation, the Ministry of Energy and Natural Resources said. The company planted just over 12 million trees on 6,265 hectares last year.

With photovoltaic projects, such areas are contributing to the country’s economy again. The state-owned company’s Aegean region subsidiary ELI operates a self-consumption unit of 5 MW in Manisa. Another firm, ÇLI, based in Çanakkale, further to the north, has installed a 5 MW solar park.

The two facilities generate 18 GWh of electricity per year, supplying businesses, the update adds.

Preparations are underway for the construction of a 5 MW photovoltaic plant in the Tavşanlı district of Kütahya province in Turkey’s west. Another project is for 9 MW in the Afşin district in Kahramanmaraş, in the Mediterranean region in the country’s south. TKI plans to complete them next year.

The four solar parks will produce some 41 GWh per year, according to the ministry.

Half of EU auction-backed hydrogen projects pull out

Seven projects for 1.88 GW of total electrolyzer capacity turned out to be unfeasible even with grants won at the second European Hydrogen Bank auction, out of 2.34 GW overall. The developers withdrew, with some citing policy and infrastructure delays and uncertainty. A project from the first renewable hydrogen auction also pulled out.

The European Commission has invited ten projects from the reserve list of the second European Hydrogen Bank auction to start preparing documentation for signing grant agreements, after seven that were initially selected withdrew. The round, completed in May, resulted in 15 projects for renewable hydrogen winning support, for 2.34 GW of total electrolyzer capacity.

Five endeavors remained in the general category, for just 453.46 MW overall, and the remaining three are in the maritime segment. They account for 108.5 MW. The ten reserve projects envisage 774 MW, compared to the 1.88 GW that dropped out, including the three biggest proposed systems.

Stuck at completion guarantees

Some developers of the withdrawn proposals weren’t able to provide completion guarantees. Completion guarantees are worth 8% of the grant, S&P Global noted in a report. Companies cited policy and infrastructure delays and uncertainty.

Four sites are in Spain, two in Germany and the seventh one is in the Netherlands: the Zeevonk electrolyser, the largest of all. It would have 560 MW and produce 411,000 tons over ten years, receiving EUR 0.6 per kilogram.

Beneficiaries receive premiums from the European Hydrogen Bank budget that compensate for the difference between the production price and the amount that buyers offer.

European Hydrogen Bank mechanism designed to weed out unfeasible investments

Before the end of the year, the European Commission expects to publish the final list for the said IF24 auction. One project recently dropped out from the first round as well.

“The auction’s completion guarantee is working as expected in weeding out companies that have bid too low, or were forced to reassess their project maturity or financial viability between bidding and having to provide the completion guarantee,” EU Innovation Fund Policy Officer Johanna Schiele said.

The withdrawn projects could still head for implementation if they complete the financing structure.

Under the second round within the European Hydrogen Bank mechanism, EUR 1.2 billion was available, but only EUR 992 million rewarded.

Romania risks blackouts if it shuts coal plants as scheduled

Minister of Energy Bogdan Ivan claims that energy poverty or even blackouts could hit Romania if it proceeds with the closure of coal plants. Namely, the gas power projects for replacing them are suffering severe delays.

The European Commission has become flexible for the first time in the last four years, said Romania’s Minister of Energy Bogdan-Gruia Ivan. He has asked for a postponement of the deadline for shutting down a group of coal power plants.

They need to be closed by the end of the year. If the coal plants, run by state-owned Complexul Energetic Oltenia (CE Oltenia) go before gas power plants Iernut and Mintia are commissioned, Romania is jeopardized, according to the minister.

Ivan told Digi24.ro he was negotiating with the European Commission on delaying the closure by “a few months.” Romgaz decided last week to cancel the contract with Duro Felguera, the contractor for the Iernut facility.

Energy poverty risk increasing

A study conducted with Romania’s transmission system operator Transelectrica has shown that Romania can otherwise end up in energy poverty and even risk a blackout, he underscored. “Especially in the winter, when we have no solar, when we have no wind power,” Minister Ivan explained.

Furthermore, Romania would like to keep three large coal units and another two in technical reserve for replacement them in case of damage, Ivan revealed. It would ensure a 1 GW minimum coal power supply, he asserted.

Simulations showed that the group would need to operate for two years more, at least, until Iernut and Mintia are completed.

“We are pressed for time. We need to conclude contracts for next year. We need to conclude contracts for energy supply, contracts with suppliers, coal stocks. It is a complex of factors that must be organized very well from now on. It is already late, for Romania and for our energy companies,” Ivan stated.

Gas power projects in constant delay

Additionally, gas power plants Turceni (475 MW) and Ișalnița (850 MW) are supposed to replace some of the capacity in the Oltenia complex. The two projects suffered constant delays. The deadlines in the tenders for construction have been pushed back to September 30 and November 14, respectively.

Romania has received billions of euros from the European Union for gas power plants to substitute coal, the minister noted separately. He acknowledged that the projects are still on paper. That’s why today Romanians have almost the highest electricity price in Europe, Ivan claimed.
