Renewables account for 99% of Turkey’s net electricity capacity additions

Electricity capacity in Turkey reached 122 GW in 2025, of which 62% was from renewable sources, according to the SHURA Energy Transition Center. Photovoltaics grew by 4.9 GW, compared to 1.7 GW in the wind power segment. Renewables made up 99% of the net additions, amounting to 6.3 GW, the think tank calculated. This year, however, the first unit of the Akkuyu nuclear power plant is scheduled to come online, adding 1.2 GW.

Gross electricity production in Turkey increased 2% last year, to 360 TWh, the SHURA Energy Transition Center estimated in a new report. The share of renewables dropped to 44.1% from 46%. Namely, hydropower output is on a downward trajectory, due to droughts. Wind, solar and geothermal power rallied to 24.6%, though. Photovoltaics and wind power together surpassed 20%.

Renewables continue to dominate the sector’s development, accounting for 99% of the overall 6.3 GW in net additions, the think tank calculated. The total reached 122 GW. Renewable sources made up 62%, compared to 59.7% in 2024.

Solar power surged by 4.9 GW and the wind power capacity jumped by 1.7 GW, while the natural gas item declined by 684 MW.

Importantly, the picture is about to change, as the first, 1.2 GW reactor in Akkuyu, Turkey’s first nuclear power plant, is scheduled to be commissioned this year. Coal plant projects remain dormant and uncertain.

Race to 2035 targets

Daily power consumption reached an all-time high of 1,244 GWh on July 29. SHURA attributed the record to cooling demand caused by rising temperatures.

To reach the 2035 targets, an average of 8 GW of combined solar and wind capacity must be commissioned each year. The high momentum is expected to continue in 2026, the report reads. The government aims to hit 120 GW altogether from the two technologies, against the current 40 GW.

However, grid constraints for self-consumption units (formally, unlicensed power plants) may slow solar energy growth, the authors warned. The plan is to resolve the issue through capacity allocations for the segment. The increasing prevalence of renewable and hybrid power plants with storage will enhance system flexibility, SHURA added.

Electricity decarbonization plan costs USD 15 billion per year

Just transition plans for coal regions are critical, the think tank said. It estimated that decarbonizing the electricity sector by 2053 would require an average annual investment of USD 15 billion.

Decisions regarding fossil fuels made for security of supply reasons must be more carefully balanced with the net zero target, SHURA stressed. Temporary solutions risk creating a permanent deadlock, it underscored.

Focus switching to grid, flexibility

Nevertheless, they claim the pace cannot be sustained without strengthening the grid, flexibility and implementation capacity, while implying expansion in storage, electrification and financing.

In the view of SHURA’s Steering Committee Chair Selahattin Hakman, energy transition should no longer be considered solely as a topic of climate policy, but rather in conjunction with geopolitical developments, security and economic resilience. Clean energy investments, particularly in solar and wind power, continue to grow despite increasing global uncertainties, he noted.

“In this new era, energy transition is defined at the intersection of geopolitical independence, economic resilience and social justice. Energy policies have transcended the boundaries of the environment and have become central to foreign policy, industrial strategy and trade policies,” Hakman stated.

Bulgaria joined Finland as a host country for the 2026 call through the EU Renewable Energy Financing Mechanism (RENEWFM). Luxembourg intends to fund renewable energy projects there, which will enable it to statistically attribute 80% of output to itself.

In the European Union, a member state that missed its renewable energy target can arrange a so-called statistical transfer, for a fee, from a fellow country that surpassed its own target. Another way is to fund power plant projects in another member state, via the EU Renewable Energy Financing Mechanism (RENEWFM).

In the first round, Finland agreed to host seven solar parks on behalf of Luxembourg. The grants amounted to EUR 27.5 million. Next time, also for Luxembourg, it got seven photovoltaic projects and Estonia got two for wind power. The beneficiaries won EUR 52 million in total.

This year, Bulgaria decided to participate with Finland, again on behalf of Luxembourg. Conveniently, the plan is for photovoltaic plants with battery storage in the country’s coal regions in transition: Pernik, Kyustendil and Stara Zagora. The investments are aimed at ensuring long-term employment and energy security. They complement the so-called territorial just transition plans (TJTPs) for a smooth coal phaseout.

The budget for the forthcoming round amounts to EUR 55 million

Bulgaria applied through the call that the European Commission’s Directorate-General for Energy (DG Ener) published. The overall budget is EUR 55 million.

The facilities must operate for at least 15 years. Bulgaria provides land instead of Luxembourg, which gets 80% of the green energy certificates from production.

As for Finland, solar farms are planned again, for the upcoming round.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) is responsible for conducting the calls and monitoring project implementation.

ContourGlobal installs 500 MWh standalone BESS facility in Bulgaria

A standalone battery energy storage system of 202 MW and 500 MWh is fully operational and actively participating in Bulgaria’s day-ahead and intraday electricity markets. ContourGlobal built it at its Maritsa East 3 coal plant, using the grid connection of one of its former units. Acting Minister of Energy Zhecho Stankov, who attended the inauguration, said the country added 5 GWh last year and estimated that the overall BESS capacity would hit 15 GWh by mid-2026.

Bulgaria is, with the Czech Republic, Poland and Germany, in the group of only European Union member states in which more than a fifth of electricity is still generated from coal. But the situation is rapidly changing. One of the biggest standalone battery storage installations in Eastern Europe and among the first in Bulgaria recently came online. Located within the ContourGlobal Maritsa East 3 (Maritsa iztok 3) coal power plant, the facility uses the grid connection of a former unit.

Two remained in operation, supplying electricity during periods of peak demand.

The BESS has 202 MW in operating power and a duration of 2.5 hours, translating to 500 MWh, the company said. It inaugurated the battery system in the presence of Acting Minister of Energy Zhecho Stankov.

Stankov: New BESS creates sustainable pathway for evolution of Maritsa East coal complex

The new facility is actively participating in both the day-ahead and intraday national electricity markets, supporting optimized power dispatch and improved balancing of electricity supply and demand, the update adds.

Such projects signify how innovation and existing industrial infrastructure can work together to strengthen grid stability, improve flexibility, and accelerate the integration of renewable energy sources, Stankov stressed. The investment enhances energy security, supports market-based operation, and creates a sustainable pathway for the evolution of traditional energy hubs such as Maritsa East, in his words.

According to the acting minister, Bulgaria added 5 GWh of BESS capacity last year, nearly matching the Chaira pumped storage hydropower plant. He recalled that the overall level is set to reach 15 GWh by mid-2026.

Project materialized in under nine months

The project in Maritsa East 3 received just under EUR 30 million in support through the European Union’s Recovery and Resilience Facility (RRF) and the Bulgarian National Recovery and Resilience Plan (NRRP). The company participated with EUR 44.7 million.

Spanning 2.5 hectares, the installation is part of ContourGlobal’s 3 GWh operational BESS portfolio. The company is owned by KKR.

BYD supplied the 110 battery skids for the battery system, which also includes 28 power conversion system (PCS) and transformer units. ContourGlobal progressed from the final investment decision (FID) to commercial operation date (COD) in less than nine months.

The company is developing a second BESS on the same site, with a matching capability. It has a project for a battery in combination with a solar power plant as well.

Battery energy systems allow for the storage of electricity generated from various sources, including photovoltaic and wind power plants, during periods of low demand and its release back to the grid during peak demand, which helps balance production and consumption and the stable operation of the electricity transmission system.

Coal plants switching to energy storage

AES Corp. is interested in replacing one of the boilers in its AES Maritsa East 1 (AES Maritsa iztok 1) coal plant with a molten salt reactor.

Greece’s government-controlled Public Power Corp. (PPC Group) is already building BESS facilities at its coal plants.

German utility Uniper is planning to build a battery energy storage system at its Heyden coal power plant site in western Germany with Slovenia-based energy solutions provider NGEN.

Thre months ago, International Power Supply (IPS) opened its Factory X1, with a capacity of 3 GWh per year. It is the first gigafactory in Bulgaria for battery energy storage systems. The same company is building another manufacturing facility.

Greece’s first municipal energy community to be launched in its coal capital Kozani

The city of Kozani in northern Greece, home of the country’s dwindling lignite industry, is seeking a contractor for seven photovoltaic systems of 7 MW overall. The municipality said the power plants would supply its buildings, public lighting, pumps and drilling rigs as part of the country’s first energy community led by a local authority. Under a virtual net metering scheme, the facilities are also intended for combating energy poverty.

Energy communities are present all over Greece, but private capital is dominant – instead of individuals, local institutions and small firms. The concept can be especially beneficial for local authorities in coal regions, which are undergoing rapid decarbonization and turning toward cutting-edge technologies.

Job losses and a lack of skills jeopardize communities in such areas. The Municipality of Kozani, the capital of Greece’s coal land, the region of Western Macedonia, is one of them. It was among the first in the country that launched initiatives for energy communities led by local authorities.

Deadline for applications is January 12

Kozani has opened a tender for the selection of a contractor that would build seven photovoltaic plants. The municipal solar power units would operate under a virtual net metering scheme.

It would enable supplying municipal buildings, street lighting, schools, sports facilities, pumps and drilling rigs, but also the means to fight against energy poverty. The municipality received funding via the European Union for the project, under a just development and transition program.

The city claimed that it would be the country’s first energy community of its kind. Prospective candidates can apply by January 12, and the selection is scheduled for January 16. The budget amounts to EUR 6.25 million including value-added tax, and the local authority participates with 20%.

Kozani already invested EUR 650,000 in its energy community

The project is placing the Municipality of Kozani in the lead in energy self-sufficiency and autonomy in the country, Mayor Yiannis Kokkaliaris said.

He revealed that the local authority managed to secure grid connection terms in time not to lose the EUR 650,000 that it spent so far for the purpose.

The Kozani area is already hosting some of Greece’s largest photovoltaic plants and projects. It is envisaged for one of six waste incinerators in the country. Government-controlled Public Power Corp. (PPC Group) plans to build pumped storage hydropower plants on its depleted open pit coal mines in the region.

Of note, Greece recently lost EUR 100 million from the European Union’s Recovery and Resilience Facility (RRF) for the Apollo program. It was aimed for self-consumption for vulnerable households through forming an energy community.

PPC building three battery storage facilities in Greece

PPC Group has launched the construction of a battery energy storage system in the area of its Amyntaio coal plant. The company is also building BESS facilities at its thermal power plants Kardia and Meliti, as it is preparing to end coal use in Greece. One BESS unit is under construction in Bulgaria, as well. In Romania, PPC is expanding its wind park project Deleni, which would bring its operational portfolio in the country to over 1.5 GW.

Public Power Corp. – PPC Group is investing in energy storage in Greece and surrounding countries, complementing its solar and wind power investments and contributing to the transformation of coal regions. The government-controlled utility revealed that its future battery energy storage system near the Amyntaio coal plant in the Western Macedonia region is under construction.

The new station will consist of batteries with 50 MW in operating power and a duration of four hours, translating to a capacity of 200 MWh. Wholly-owned subsidiary PPC Renewables is responsible for the project. It is for liquid-cooled batteries of the LFP (lithium iron phosphate) technology.

The construction of two more electrochemical storage stations is already underway in the same northern region, in the areas of the Kardia and Meliti thermal power plants, the company pointed out. Their combined capability would be 98 MW, for 196 MWh in capacity.

Western Macedonia region to host 860 MW of energy storage

The role of energy storage units for the system is critical, as they aim to support the operation of adjacent photovoltaic power plants and contribute to the stability of the electricity system, PPC Group added. It is planning 860 MW of energy storage in the Western Macedonia coal region. The company said it would create 1,300 jobs in the construction phase and hundreds during operation.

Two pumped storage hydropower projects are included in the portfolio. The one that would transform the Kardia mine is for 320 MW and eight hours, and the facility at the South Field mine would have 240 MW and a 12-hour duration. PPC Group said it has completed the permitting process for the latter.

Solar power plants of 2.13 GW in northern Greece nearing completion

Earlier this month, the utility said its solar power projects in Western Macedonia of 2.13 GW overall are moving ahead at a fast pace and within schedule, in areas around coal plants Ptolemaida, Kardia, Agios Dimitrios and Amyntaio. Overall, upon their completion, the photovoltaic clusters in the region, largest ones in the entire Europe, will generate almost 3.15 TWh of electricity per year, the company added.

Coal land in the Western Macedonia region is turning into endless solar parks

It is equivalent to over 6% of the annual energy consumption in the Greek mainland. Utilising the land of the former lignite mines of Ptolemaida, Kardia, and Agios Dimitrios, PV plants totaling 1.19 GW are being installed, of which 90% is complete and some is in operation.

The clusters include PPC Group’s flagship project, of 550 MW. It would be the biggest facility of its kind in Southeastern Europe excluding Turkey.

In cooperation with the German company RWE, the construction of photovoltaic plants in Amyntaio of 940 MW overall is also advancing rapidly toward completion, the latest update reads.

Advancing investments in Bulgaria, Romania

In addition, the company said it is building a BESS unit of 25 MW and 55 MWh in neighboring Bulgaria.

As for other recent news, PPC said it is expanding its Deleni wind park project in Vaslui county in northwest Romania. The first phase, 140 MW, is supposed to be completed by the end of the year. The addition would amount to 85 MW, consisting of 14 turbines, the Greek company added.

The site is at the Bogdănița commune. With the 225 MW in Deleni, PPC in Romania would reach 1.5 GW in operational capacity.

Romania’s coal town Turceni starts EUR 380 million green energy transformation

Turceni is dependent on the local coal power plant, so the municipal authority is turning to agrivoltaics, energy storage and green hydrogen to replace it. The small town in southwestern Romania is kickstarting a EUR 380 million project.

The coal plant in Turceni used to be one of the biggest in Europe, at 2.3 GW. Located next to the eponymous town in Romania’s Gorj coal region, only two units of 660 MW in total are still operational. At the same time, dozens of such facilities across Europe are shutting down ahead of schedule. The power plant and its associated mines within Complexul Energetic Turceni have been essential for the local economy, which is under threat of devastation amid the country’s coal phaseout.

As with other coal regions in the European Union, the solution is in green energy and new technologies. The town hall has signed a contract with the European Investment Bank for agrisolar parks, energy storage units and the production and storage of green hydrogen.

Turceni town hall secures municipal land for green energy projects

The project is worth a whopping EUR 380 million, Mayor Constantin Popescu revealed. Turceni and its administrative area have fewer than seven thousand inhabitants.

More than 123 hectares of municipal land (pastures) and more than 200 hectares of private land were designated for the renewable energy hub, the mayor stressed.

Bankwatch: The coal region is transitioning to a future based on innovation, sustainability and strong partnerships

Partners in the project are Bankwatch Romania and GAL Sudul Gorjului, the so-called local action group for southern Gorj. Bankwatch said over 370 hectares would be switched to clean and sustainable energy production.

“We are glad that we had an important role in developing the project plan and aligning it with European environmental policies, as well as in applying for technical assistance. For a region that has been, for decades, a pillar of coal-fired energy, this project marks a strategic transformation: a transition to a future based on innovation, sustainability and strong partnerships,” the organization added.

Investments to start in 2026

Implementation is scheduled to begin next year. The project will contribute to a just transition of the region by increasing the production of electricity from renewable energy sources, Popescu asserted. In his words, it will be complementary to the local authority’s other ongoing and future decarbonization investments.

The mayor also highlighted the plans to use geothermal energy for district heating and agriculture.

Complexul Energetic Turceni is part of state-owned Complexul Energetic Oltenia (CE Oltenia). According to the company’s restructuring and decarbonization plan, the coal business will be separated from green energy and other investments.

They include projects for CCGT (combined-cycle gas turbine) power plants of 475 MW in Turceni and 800 MW in nearby Ișalnița, as the main replacement for coal plants. Both are suffering heavy delays.

Minister of Energy Bogdan Ivan said last week that CE Oltenia’s Ișalnița coal plant in neighboring Dolj county would be closed on January 1. Romania has asked the European Commission to delay the closure of several coal plant units, scheduled for this year, until 2030.

Earlier this year, a joint venture between CE Oltenia and OMV Petrom hired contractors for four solar power plants at former coal land, with a combined capacity of about 550 MW. One of the sites is in Ișalnița.

International Power Supply inaugurates Bulgaria’s first battery gigafactory

International Power Supply (IPS) opened its Factory X1, with a capacity of 3 GWh per year. It is the first gigafactory in Bulgaria for battery energy storage systems (BESS).

Recognized by the European Commission as a strategic project for a net zero industry, Factory X1 officially began production. International Power Supply (IPS) held the inauguration ceremony at the site in Chelopechene in the Kremikovtsi industrial district, part of the territory of Bulgaria’s capital Sofia.

The first battery energy storage gigafactory in the country is part of the Hemus high-tech industrial park. The facility will manufacture X-BESS modular systems of 8.2 MWh. Its annual capacity is 3 GW but IPS plans to lift it to 5 GW by the middle of next year.

Everything made in Europe except for battery cells

The company’s portfolio includes a proprietary battery management system (BMS). Actually, more than 70% of the supply chain is based in Europe, according to IPS. It includes distributed liquid cooling systems, mechanical structures, housings, electronics, control units, and inverters, the announcement reads.

The lithium ion systems feature Chinese EVE and Cornex battery cells.

Power Technology Investment Group holds almost two thirds of IPS. It is controlled by the family of the founder Stoil Rangelov Trifonov. SIL Energy Invest is a minority partner.

Another factory could revive one of Bulgaria’s coal regions

Another manufacturing project is in the pipeline, worth EUR 160 million. It is for 10 GWh. IPS is seeking financial support from the European Union for the endeavor.

Locations in the vicinity of coal plants in the Maritsa East complex and Bobov Dol are under consideration, Economic.bg reported.

CEO Alexander Rangelov revealed that MM Energy decided to build a 10 GWh manufacturing facility in Poland using IPS’s technology.
