Hidroelectrica picks contractor for PV systems on 20 hydropower plants

Romanian state-owned hydropower plant operator Hidroelectrica signed a deal with Servelect and subcontractor Electroplus, which need to install solar panels on the roofs of 20 hydroelectric plants. They are on the middle and downstream parts of the Olt river.

Combining hydropower with photovoltaics including floating solar power plants is becoming popular. The two sources are compatible, especially if there is a dam, as it can save water in reservoirs. The grid infrastructure for PV panels is already there and there are usually no land ownership issues. Hidroelectrica, which mostly operates hydropower plants, is about to solarize its existing facilities.

The Romanian state-owned company pursuing diversification signed an agreement with Servelect and its subcontractor Electroplus. There were four bids in the tender.

First solar power project for Hidroelectrica

Solar power systems will be on the roofs of 20 hydropower units on the middle and downstream sections of the Olt river. Hidroelectrica, listed at the Bucharest Stock Exchange since 2023, turnkey deal, said it aims to optimize production costs. However, it didn’t reveal whether it would operate the colocated assets jointly, as hybrid power plants.

Hidroelectrica is the largest electricity producer in the country, but it will be its first solar power units. The deal, for an overall 2.96 MW, is worth EUR 1.77 million excluding value-added tax. The deadline is 24 months, of which four months for the design.

Servelect, Electroplus responsible for all phases from procurement to commissioning

The utility also tasked the two firms, based in Cluj-Napoca, with manufacturing and procurement, transportation, testing and commissioning. The PV systems would consist of 620 W panels and 100 kW inverters. Hidroelectrica estimated the combined annual output at 3.71 GWh.

The company operates 188 hydropower plants, 6.4 GW overall, and the Crucea Nord wind park of 108 MW. Earlier, Hidroelectrica and Masdar were considering a pilot project, under an upcoming joint venture, for floating solar power plants on seven reservoirs, also on the Olt.

Servelect is active in engineering and energy services. It was founded in 2005. Electroplus, which handles electrical installations, operates since 2001.

US interested in pumped storage hydropower projects in Romania, Bulgaria

Minister of Energy of Romania Sebastian Burduja and Minister of Energy of Bulgaria Zhecho Stankov both met with United States Secretary of Energy Chris Wright and discussed bilateral cooperation in projects in their countries including for pumped storage hydropower plants and nuclear power plants. Burduja said studies would be conducted with American support for a string of pumped storage hydroelectric facilities throughout the Carpathians.

At the sidelines of the 2025 Three Seas Business Forum in Warsaw, Minister of Energy Sebastian Burduja held a meeting with US Secretary of Energy Chris Wright about ongoing strategic projects in which American companies are involved. He revealed that state-owned power utility Hidroelectrica has signed a memorandum with the National Renewable Energy Laboratory (NREL) of the United States on cooperation in pumped storage hydropower projects.

The initiative will put Romania “at the forefront of Europe” as it will store green energy throughout the Carpathian mountain range, according to Burduja. Prefeasibility and feasibility studies will be developed with American support, he added.

“In this era of energy transition, we need pragmatic and effective solutions that ensure secure, affordable, and clean energy – in that order of priorities. Romania and the United States share a vision for a common energy future, and our collaboration will significantly contribute to achieving this goal,” the minister stated.

Significant involvement of US companies in strategic energy projects in Romania

Burduja highlighted NuScale’s project for small modular reactors (SMRs) in Doicești and the contract signed with Fluor and Sargent and Lundy for units 3 and 4 at the Cernavodă nuclear power plant. Fluor is also participating in a project for a high-voltage direct current interconnector (HVDC), he pointed out.

The lack of interconnections is bolstering energy prices

The minister noted that American partners are involved in a project for mapping and utilizing geothermal sources for district heating in Bucharest, with support from the European Union’s Modernisation Fund. Namely, Electrocentrale Bucharest (ELCEN) has established cooperation with US-based SAGE Geosystems

Burduja recalled that American platform Transocean Barents is drilling for gas in the Neptun Deep project in the Black Sea.

The Romanian ministry said the two officials discussed the rise of energy prices, attributing it to the lack of interconnections and the challenge of closing coal-fired power plants without viable alternatives. They also touched upon the costs of carbon dioxide certificates and how they affect competitiveness, the announcement reads.

Stankov, Wright discuss possibility of building AI ‘gigafactories’

Bulgarian Minister of Energy Zhecho Stankov separately met with US Secretary of Energy Chris Wright. Bulgaria will be the first in Europe to deploy the American AP1000 technology, Stankov claimed.

The country is preparing to build two more units at the Kozloduy nuclear power plant, in a deal with Westinghouse Electric. State-owned Bulgarian Energy Holding is controlling the project.

The two officials discussed the possibility of building “artificial intelligence gigafactories” to complement the nuclear infrastructure and promote innovation and employment, the ministry said. In addition, Stankov and Wright spoke about projects for new pumped storage hydropower and the exploration of oil and natural gas in the Black Sea.

Romania’s Hidroelectrica picks contractors for 36 MW battery system at its only wind farm

Prime Batteries Technology and Enevo Group won Hidroelectrica’s tender for the installation of a battery energy storage system of 36 MW with a two-hour duration at the power utility’s Crucea Nord wind park.

A renewable energy hub is in the making in the small communes of Crucea and Pantelimon in the Dobruja (Dobrogea) province in Romania’s east. The area is home to state-owned hydropower producer Hidroelectrica’s only wind farm, Crucea Nord, but it includes several sites for projects of other companies, too.

The facility has been operating at a significant loss due to unfavorable balancing requirements. Hidroelectrica launched a small battery first, only to publish a tender four months ago for contractors for a system of 36 MW in operating power and 72 MWh in capacity.

Contract is worth EUR 16 million excluding VAT

The news is that the utility signed a EUR 16 million deal with Prime Batteries Technology and Enevo Group, the consortium with the best bid. The deadline is 12 months. Hidroelectrica initially estimated the investment at EUR 20.3 million plus excluding value-added tax.

Prime Batteries manufactures lithium ion batteries and provides energy storage solutions for the automotive, smart grids, and industrial sectors. The startup is headquartered in Cernica near Bucharest. The other company is Romanian as well.

Primary idea is to reduce imbalances

Crucea Nord, commissioned in 2014, has 108 MW in capacity. The battery energy storage system needs to be built at the substation.

“The primary objective of this investment is to reduce internal imbalances at the wind farm within Hidroelectrica’s portfolio, provide system balancing services for the national energy grid, improve the performance of the wind turbines, and decrease the wear on the electromechanical systems of the turbines,” Hidroelectrica said. It would be its first lithium ion battery.

The company operates 188 hydropower plants with a combined capacity of 6.4 GW.

Romania and neighboring Bulgaria are racing to boost battery capacity within deadlines for subsidies from the European Union. Both achieved robust growth rates in the solar power sector, so balancing needs are also surging.
