EU4CAET project pre-selects 43 ideas for first renewable energy communities in BiH

A total of 43 project ideas from 28 local authorities for establishing the first renewable energy communities in Bosnia and Herzegovina have been pre-selected to receive assistance under the EU for Collective Action for Energy Transition project.

The EU for Collective Action for Energy Transition (EU4CAET) project is jointly financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). Under the slogan ‘Together for Energy Transition,’ the EUR 3 million project is implemented by GIZ.

The initiative aims to empower local municipalities, citizens, and private actors to develop sustainable energy solutions that create jobs, improve energy efficiency, and advance climate goals, according to the EU Delegation to Bosnia and Herzegovina.

A total of 51 municipalities submitted 89 project ideas

In the project’s development phase, 51 municipalities submitted a total of 89 project ideas, such as solar power plants, heat pumps, biomass heating systems, public lighting upgrades, and electric vehicle charging stations.

The proposed projects also included kindergartens, youth centers, sports halls, theaters, health centers, and other public facilities. Following the evaluation, 28 local self-governments submitted their first concept notes, and 43 ideas were pre-selected.

“The final selection, based on detailed concept notes, is currently ongoing. The number of final projects will depend on the quality of submitted concepts and available funding under EU4CAET,” the Communication Office of the Delegation of the EU to BiH & EU Special Representative in BiH told Balkan Green Energy News.

The evaluation will begin in January 2026

The deadline for the pre-selected local authorities to submit their detailed concept notes was December 20. The evaluation of the submitted concepts will begin in January 2026.

Selected local authorities will be invited to present and discuss their ideas in more detail, according to the Communication Office.

The strongest concepts will receive assistance for capacity development, business planning, feasibility studies, and the preparation of technical design documentation.

The 28 municipalities pre-selected for further evaluation are as follows: Bijeljina, Bileća, Centar Sarajevo, Doboj, Donji Vakuf, Drvar, Goražde, Ilijaš, Kakanj, Kalesija, Laktaši, Maglaj, Milići, Modriča, Mostar, Novi Grad, Novi Travnik, Novo Sarajevo, Šamac, Sokolac, Srebrenica, Teslić, Travnik, Višegrad, Vogošća, Zenica, Živinice, and Zvornik.

BiH does not yet have renewable energy communities, but one of its two entities – the Republic of Srpska – managed to adopt the necessary regulations for their establishment in May this year, becoming the first in the region to do so.

Hahr: The grant call is planned for February 2026 and 2027

Mareike Hahr, Head of EU4CAET, said the project is now focused on tailored technical assistance to further refine the ideas and prepare high-quality applications for the grant call, planned for February 2026 and 2027.

“What has been particularly encouraging is the remarkable level of interest and readiness shown by local communities from both entities to ‘enter new terrain’—to propose their own project concepts, explore innovative solutions, and actively shape their energy future,” she explained.

Serbia’s EPS inks EUR 109.7 million deal for Vlasina HPPs revamp

Serbia’s power utility Elektroprivreda Srbije (EPS) signed a contract for the modernization of its Vlasina hydropower plants with Energotehnika – Južna Bačka.

The contract for the reconstruction and modernization of the Vlasina (Vlasinske) hydropower plants (HPPs), with a capacity of 129 MW, was signed by Dušan Živković (sitting first from right), Chief Executive Officer of Elektroprivreda Srbije (EPS), and representatives of Energotehnika Južna Bačka – Marko Iskrin (second from left), Executive Director for Technical Affairs, and Nikola Labus (first from left), Deputy Executive Director for Financial Affairs.

Of note, in mid-July, Hungarian state-owned energy company MVM became the majority owner of Energotehnika – Južna Bačka.

The total value of the project is estimated at EUR 109.7 million. It envisages the reconstruction and modernization of generation units, auxiliary systems, and hydromechanical equipment. The main equipment suppliers are Andritz Hydro and Gamesa Electric, EPS said.

Financing has been secured through a EUR 67 million loan from the European Bank for Reconstruction and Development (EBRD), a EUR 15.4 million grant from the European Union via the Western Balkans Investment Framework (WBIF), and EPS’s own funds in the amount of EUR 27.2 million.

The capacity of the Vlasina HPPs would be increased by 8 MW

“On the day when the Vlasina HPPs celebrate their 70th anniversary, we officially start the project of their modernization. The result would be an increase in the installed capacity by 8 MW and reliable operation for the next three to four decades,” Dušan Živković underlined.

He recalled that the Vlasina HPPs are unique plants in the EPS portfolio. They operate in a cascade system, generating electricity four times one after the other and representing a significant source of peak energy.

The Vlasina HPPs began operating in 1955

Vlasina started its operations on November 6, 1955, with the commissioning of the first unit at the Vrla 1 hydropower plant.

The system consists of the Vlasina lake – reservoir, four cascade run-of-river hydropower plants, and the Lisina pumping station with the Lisina reservoir. Since the start of operation, the plants have produced more than 17 million GWh.

Cement maker Holcim gets EU grant for carbon capture project in Romania

A carbon capture and storage (CCS) project developed by cement maker Holcim Romania has been awarded financing under the European Union’s Innovation Fund. The European Commission has selected 61 cutting-edge net-zero technology projects across the EU to receive a total of EUR 2.9 billion in funding, covering sectors such as oil refining, hydrogen, transportation, chemicals, iron and steel, and the manufacture of components for renewable energy plants and batteries.

Holcim’s project at its plant in Câmpulung, Argeș county, involves capturing CO2 from cement and lime production and storing it underground. The first large-scale onshore CCS project of its kind in Eastern Europe is expected to produce an estimated two million tons of near-zero cement annually from 2032, according to a press release from Holcim.

Carbon Hub CPT 01 will use proven carbon capture technology to separate CO2 from flue gases, which will then be compressed and transported for permanent, safe storage underground, the company said.

The Switzerland-based cement producer now has eight large-scale EU-supported carbon capture projects – in Germany, Poland, Belgium, France, Croatia, Greece, and Romania, according to the press release.

Decarbonizing energy-intensive industries across the EU

The European Commission said that the EUR 2.9 billion in grants follow its first call for net-zero technologies (IF24 Call), launched in December 2024, aiming to strengthen the EU’s technological leadership and accelerate the deployment of innovative decarbonization solutions.

The selected projects span 19 industrial sectors in 18 countries, focusing on energy-intensive industries, renewable energy and energy storage, net-zero mobility and buildings, cleantech manufacturing, and industrial carbon management.

The largest number of selected projects is in the cement and oil refining sectors

The largest number of awarded projects is in the refineries sector, with 11, followed by 10 in the cement and lime sector, 6 in the manufacturing of components for renewable energy, and 4 in the manufacturing of components for energy storage.

Other sectors on the list include chemicals, solar, maritime, road transportation, aviation, non-ferrous metals, hydrogen, buildings, construction materials, geothermal energy, and the manufacturing of components for energy-intensive industries.

The 61 selected projects have the potential to cut some 221 million tons of CO2 equivalent over their first decade of operation, supporting the EU’s objective of achieving climate neutrality by 2050, according to a press release from the European Commission.

ESM secures EUR 1.5 million grant to accelerate North Macedonia’s energy transition

North Macedonia’s power utility Elektrani na Severna Makedonija has secured a EUR 1.5 million grant to strengthen its capacity and accelerate the energy transition.

Elektrani na Severna Makedonija (ESM) made a major step toward a market-driven green transformation with a grant implementing agreement with Germany’s KfW Development Bank.

The agreement formalizes a EUR 1.5 million technical assistance grant to boost the state-owned utility’s corporate and green transition processes.

The support will strengthen ESM’s institutional and commercial capacities, enable further investments in renewable energy, and prepare the company for integration into the European energy market, according to a social media post by Steffen Hudolin, Head of Cooperation at the European Union’s Delegation to North Macedonia.

The grant is part of a wider EUR 13 million EU programme supporting the market-oriented green transformation of state-owned energy utilities across the Western Balkans and Eastern Neighbourhood, the post reads.

Bulgaria’s coal regions to get further EUR 808 million for just transition

Bulgaria’s coal regions will receive BGN 1.58 billion (EUR 808 million) through the Just Transition program, under the European Union’s Just Transition Fund (JTF), for energy efficiency, renewable energy, and green hydrogen projects, as well as for converting mining areas for commercial use.

With a EUR 598 million program already underway, total investments in the economic transformation during and after the country’s coal phaseout would reach EUR 1.38 billion. They cover coal regions Stara Zagora, Kyustendil, and Pernik and the municipalities of Nova Zagora, Yambol, Simeonovgrad, Harmanli, Topolovgrad, Dimitrovgrad, Haskovo, Elhovo, Sliven and Tundzha.

Grants from the JTF are intended to help coal regions shut down mines and coal-fired power plants, rehabilitate land, switch to a circular and climate-neutral economy, and lift households out of energy poverty.

By the end of the year, the Bulgarian Ministry of Regional Development and Public Works will launch three new procedures for the allocation of grants, according to Deputy Minister Yura Vitanova.

One, worth EUR 153.4 million, will focus on energy communities and energy efficiency in public buildings. Another, worth EUR 72.6 million, will help small and medium-sized enterprises (SMEs) install solar panels and energy storage systems for both self-consumption and commercial use.

A third call, with a budget of EUR 242.9 million, will support the socio-economic transformation, including projects to convert mining areas into business and industrial zones.

Green hydrogen projects will be backed with EUR 134.5 million

Additionally, EUR 134.5 million will be used to fund the development of hydrogen production and transportation infrastructure in Stara Zagora. It includes the construction of a green hydrogen production complex and hydrogen charging stations, the procurement of hydrogen vehicles and hydrogen trailers, and the construction of supporting infrastructure, including photovoltaic systems and energy storage facilities.

The current JTF program in Bulgaria’s coal regions focuses on renovating residential buildings, supporting SMEs, and developing industrial and logistics parks. It also funds training and retraining programs for workers affected by the energy transition, as well as production investments in large enterprises.

European Energy Communities Facility to award EUR 45,000 per project

The European Energy Communities Facility has launched its first call for proposals to support the development of comprehensive business plans for community energy projects. Emerging energy communities in 27 European Union member states, Iceland, Moldova, North Macedonia, and Ukraine can apply for a lump sum grant of EUR 45,000 per beneficiary.

The European Energy Communities Facility grants are intended to support the development of comprehensive business plans for community energy projects in 31 countries. A total budget of over EUR 3 million will be distributed among 73 selected initiatives to empower citizens to drive a fair, democratic, and sustainable energy transition. The application deadline is September 30.

The funding will cover all preparatory steps needed to develop a sound, viable, and bankable business plan, from technical and financial assessments to legal and administrative procedures, including feasibility studies.

In addition to financial support, successful applicants will gain access to peer-to-peer exchanges and a capacity-building programme, tailored to help them develop and implement their business plans.

Existing communities also can apply

While the call is primarily aimed at emerging energy communities, existing communities exploring new services or business models are also eligible to apply.

To qualify, the applicant must be registered as a legal entity and comply with one of the EU definitions for energy communities, be based in an eligible country (EU27, Iceland, Moldova, North Macedonia, and Ukraine), and commit to fulfilling all grant obligations.

To ensure fairness, applications will be assessed within two regional categories, based on the legal framework for energy communities of each country. This approach guarantees that initiatives developed in countries facing more challenging conditions for community energy will not be in competition with those emerging from countries with more favorable conditions.

Independent experts will evaluate proposals based on project ambition, readiness, quality, and local impact. The evaluation results are expected to be communicated by December.

Grants for public institutions’ solar projects in Romania top EUR 500 million

The Romanian Ministry of Energy has signed 29 more grants to public entities for investments in solar power plants for self-consumption, bringing the total number of projects under the program to 1,046. The latest round of grants is worth EUR 11.3 million, putting the total sum approved so far at EUR 502 million.

The 29 grants, financed from the European Union’s Modernisation Fund, will help build solar power plants with a total installed capacity of 9.13 MW at schools, hospitals, city halls, and other institutions across Romania. It brings the total installed capacity supported under the program to over 403 MW, according to a press release from the Ministry of Energy.

The latest batch of projects puts the total planned capacity at over 403 MW

In many cases, installed renewable capacities cover up to 70% of the energy needs of public institutions, the ministry noted.

Romania’s outgoing Minister of Energy Sebastian Burduja hailed the program as a “paradigm shift,” noting that Romania was already in a new energy era, with local communities no longer just consumers, but active participants.

“Over the past two years, the Ministry of Energy has consistently provided support to local public authorities that understood the importance of investing in energy production for their own consumption. We have made funds available, simplified procedures, and worked side by side with beneficiaries so that the projects move forward quickly,” Burduja stated in a Facebook post.

The latest round of contracts covers public entities in 18 counties across the country: Arad, Argeș, Bacău, Brăila, Călărași, Constanța, Dâmbovița, Galați, Brașov, Gorj, Hunedoara, Maramureș, Mehedinți, Olt, Sibiu, Suceava, Teleorman, and Timiș.

The number of contracts has increased from 633 in March

In March, the ministry said it had signed 633 contracts, worth a combined EUR 339 million, of which EUR 294 million was from the Modernisation Fund. Total planned capacity at the time was 237.4 MW.

Federation of BiH launches grants program for prosumers

The Federation of BiH, one of the two entities constituting Bosnia and Herzegovina, has launched a grants program to co-finance the installation of rooftop solar power plants, expected to cover around 500 households a year and lead to an increase of 4.2 GWh in renewable electricity production.

Operator for Renewable Energy Sources and Efficient Cogeneration – Operator za OIEiEK estimates that the average installed capacity of the solar power plants will be 6 kW, and that the grants will help reduce greenhouse gas emissions by 3,800 tons a year.

The program will be funded from renewable energy surcharges

The program will be funded from renewable energy surcharges paid through electricity bills by all consumers in FBiH. Grants will be approved for two categories of applicants. The first one is vulnerable households whose annual consumption exceeds 3,500 kWh. The second covers those who consume more than 5,500 kWh a year and whose connection power is equal to or less than the requested installed capacity of the solar installation, according to the decision of the Operator za OIEiEK.

The maximum grant amount per applicant is BAM 7,000 (EUR 3,580), or up to 60% of the investment cost for users in the second category.

Damir Miljević: People in extreme energy poverty will get solar power plants for free

Although the budget and the anticipated scope of the program are modest, one positive aspect is that part of it is intended to fully cover the cost of PV installations for people in extreme energy poverty. They will receive a rooftop system free of charge, eliminating, partially but permanently, some of the concerns about financing their energy needs, according to Damir Miljević, a member of the Board of the Center for Sustainable Energy Transition (RESET), a BiH think tank.

Prosumers were introduced in the FBiH legislation two years ago, with the passage of a set of reform energy bills, including the Law on the Use of Renewable Energy Sources and Efficient Cogeneration.

At the national level in Bosnia and Herzegovina, prosumer regulations have not been adopted yet. According to some estimates, the country could cover half of its electricity consumption by installing solar panels on about a million roofs.

Slovenia to subsidize battery storage for businesses with EUR 17 million

Slovenia’s Ministry of the Environment, Climate and Energy, in cooperation with electricity market operator Borzen, has allocated nearly EUR 17 million in grants for businesses planning to install battery storage systems.

The grants are intended for the purchase and installation of battery storage units, hybrid inverters, and electrical installations and equipment. The subsidy can cover up to 45% of eligible investment costs, or a maximum of EUR 225 per kWh of battery storage capacity.

New batteries can be combined with existing energy storage capacities or solar power plants

Eligible applicants are companies, sole proprietors, and cooperatives. Grants can be combined with a solar power plant or existing storage units without restrictions.

The total amount of aid that can be granted to an individual beneficiary may not exceed EUR 300,000 over three years. More information will be available after a public call is announced, the ministry added in a LinkedIn post.

A contract on launching a public call for grants was signed by Minister of the Environment, Climate and Energy Bojan Kumer and Borzen General Manager Mojca Kert.

Slovenia is using EU funds to support new solar and wind projects, including batteries

Slovenia’s Ministry of Cohesion and Regional Development recently approved EUR 63.5 million in European Union funds for co-financing investments in new solar and wind power plants in the period until 2029. The scheme includes the possibility of storing electricity, according to the announcement.

At the same time, the ministry allocated EUR 23.5 million in EU funds for a program to tackle energy poverty in Slovenia in the 2024-2027 period.
