Montenegro’s EPCG signs contract for Otilovići small hydropower plant

Montenegro’s Elektroprivreda Crne Gore signed a contract today with Vigoris Ecotech for the construction of the Otilovići small hydropower plant near Pljevlja, in the northern part of the country.

The agreement between state-owned power utility Elektroprivreda Crne Gore (EPCG) and Vigoris Ecotech is for project design, construction, the delivery and installation of electro-mechanical equipment, testing, and commissioning, on a turnkey basis.

The contract, worth EUR 6.8 million excluding VAT, was concluded following an open tender, according to the update. The project involves the installation of two units with horizontal Francis turbines, with a total installed capacity of 3.2 MW. The planned annual production is 11 GWh.

The Otilovići SHPP is a priority in hydropower development

In July 2023, EPCG obtained urban planning and technical requirements for the project. At the time, the company said it worked two years on the documentation and announced that it would soon launch a tender.

The small hydropower plant (SHPP) will utilize surplus water from an existing reservoir on the Ćehotina river. The facility is used for the needs of the Pljevlja thermal power plant and to supply drinking water to Pljevlja.

EPCG said Otilovići has been recognized as a priority hydropower project within the strategic plans of both the company and Montenegro.

Dragaš: Strengthening production stability and flexibility

EPCG CEO Zdravko Dragaš stressed that SHPP Otilovići represents another step in the company’s investment plan and the strengthening of domestic production capacities.

The contract confirms EPCG’s development orientation toward investing in reliable, sustainable, and domestic energy sources, with the full application of modern standards and procedures, he added.

“The Otilovići SHPP is a project that adds new value to Montenegro’s energy system and strengthens our overall production stability and flexibility,” Dragaš underscored.

Višnjić: We aim to deliver a solution that justifies trust

According to Vigoris Ecotech CEO Siniša Višnjić, the project’s implementation will be guided by high standards of quality and safety, with strictly defined deadlines and obligations.

“Our goal is to deliver a solution that justifies EPCG’s trust, from the main design to the final testing and commissioning,” Višnjić stressed.

Two large photovoltaic parks commissioned in Albania in 2025

In the first eight months of this year, Albania added two solar power plants of an overall 150 MW and a hydropower facility of 48.9 MW to its transmission grid.

Hydropower plants account for almost all electricity production in Albania, but the share of photovoltaics is gradually growing. Several major solar parks already online – the Karavasta facility is the biggest in the Western Balkans. Conversely, there is not a single wind turbine in operation in the country.

According to the Energy Regulatory Authority (ERE), renewable electricity plants of 225 MW in total capacity have been put into operation in the first eight months of this year.

Project Blue completed

Five solar parks came online, with 156 MW altogether. The largest one is Sunny Side Solar (100 MW). The domestic Kastrati Group, which is active in construction and the oil business, built the facility in the Fier area in western Albania.

The Spv Blue 2 solar power plant has 50 MW. It is a joint project of Blessed Investment and Matrix Konstruksion. The location is in Sheq Marinas in Fier. Their Blue 1 PV park, in the same area, is the first fully privately financed solar park in Albania. The two companies commissioned it last year.

Sunny Side Solar and Blue 2 both began operating in August, as did one of the three remaining new units, of 2 MW each. The other two started generating electricity in April and June.

Gostimat hydropower complex launches production

Of the overall 69.2 MW in new hydropower plants, the Gostimat facility has 48.9 MW. Notably, ERE’s earlier updates show the project was for a complex of seven units on the river Gostima in the Shkumbin basin. The operator is Egnatia Hydropower.

MC Inerte’s project firm M.C. Energji Gojan built its 15 MW hydropower plant Gojan in the Puka area in northern Albania.

In addition, the regulatory body said nine hydropower plants of 26.4 MW in combined capacity have switched to the free market.

The country’s total electricity generation capacity was 3.2 GW at the end of last year.

Bulgarian firm to install pilot hydropower plant on pontoon on Danube

With the ambition to build several hydroelectric plants on pontoons on the Danube river in Bulgaria, a local company intends to install a 20 kW pilot facility in Vidin.

An initiative is underway for the deployment of an environmentally friendly energy production technology on Europe’s second-largest river. Vidin-based company Tyfun intends to build a pontoon hydroelectric plant near the Telegraph kapia (Telegraph Gate) of the town’s Kaleto (Baba Vida) fortress.

It is the first phase of its ambition to install several such facilities in the Bulgarian section of the Danube river, according to an investment proposal that it submitted to the Regional Inspectorate for Environmental Protection of Montana.

The firm said the 20 kW micro hydropower plant would not affect any area of ​​the Danube in ​​Bulgaria or its coast.

The construction of the prototype will allow testing of the new source of renewable energy, using a significantly more efficient technology and ensuring a continuous supply of clean energy, Tyfun added. In addition, it will demonstrate the viability of hydrokinetic technology as a reliable renewable energy source from the Danube river, with significant benefits, due to the low cost of energy and minimal adverse environmental impacts, the company said.

The facility would be operational 24 hours a day, all year round. During the first month after commissioning, the efficiency of the technology will be analyzed, as well as its volume, productivity and scope, the project shows.

The machine would be three meters long and 1.5 meters wide, placed on a pontoon of 20 times ten meters.

Three hydropower plants on Bistrica river to be finished by end-2026

Three hydropower plants on the Bistrica river near Foča are expected to be completed by the end of 2026, according to Petar Đokić, the Minister of Energy and Mining of the Republic of Srpska, one of the two entities of Bosnia and Herzegovina.

Chinese company AVIC is in charge of building the three hydropower plants, with a total capacity of 39 MW. State power utility Elektroprivreda Republike Srpske (ERS) will operate the facilities once they are completed, according to public broadcaster RTRS.

The three small hydropower plants on the Bistrica river, a tributary of the Drina, are being intensively built, with all works targeted for completion by the end of 2026, said Minister Petar Đokić, who will be among the speakers at Belgrade Energy Forum 2025 (BEF 2025).

The Hidroelektrane Bistrica hydropower system will consist of three cascading plants installed in the river canyon along the Foča-Sarajevo road. The construction of the facilities officially began in December 2021.

The total project cost is estimated at EUR 103 million

Once completed, the system will have a total installed capacity of 39 MW and an annual electricity output of 152 GWh. Đokić also said that the signed contract values the project at EUR 102.8 million.

Last year, the Government of the Republic of Srpska and the Chinese contractor AVIC signed an agreement on financing the construction of the three hydropower plants on the Bistrica.

During a visit to the construction site, Đokić revealed that there may be certain changes during implementation, but noted that the project will provide exceptional value for the energy system of the Republic of Srpska.

The three hydropower plants include nearly ten kilometers of tunnels

Site manager Feng Xiong from AVIC noted that the project encompasses three hydropower plants with a total of 9,800 meters of tunnels. Only 600 meters of tunnel work remains unfinished, he said, adding that he believes the project will be completed as scheduled.

Dejan Pavlović, CEO of Hidroelektrane Bistrica, stated that 9.2 kilometers of tunnels has been completed. Bistrica’s high water levels have slowed down the construction, he noted.

The companies investing in the three hydropower plants include Hidroelektrane Bistrica and Hidroelektrane na Drini, the majority owner of the project. The financial backing was secured by ERS.
