One of biggest PV parks on Earth expanding to 1.85 GW

A solar power plant of 500.5 MW in peak capacity will be built just south of the existing Kalyon Karapınar photovoltaic park in Turkey’s Konya province. It is already one of the biggest in the world, especially excluding China. Kalyon Enerji said it would become a 1.85 GW complex.

Turkey hosts Europe’s largest solar power plant. Or rather, it hosts the largest PV plant among all European countries, because Kalyon Karapınar is located in Konya province in Asia Minor.

At 1.35 GW in peak capacity and a 1 GW grid connection, it is one of the biggest in the world, especially if China is excluded. Namely, according to available data, most of the top 20 PV parks are located there. Kalyon Enerji, a joint venture of Kalyon Holding and International Holding Co. (IHC), based in the United Arab Emirates, completed the facility in 2023.

The company recently began groundworks on its expansion by 500.5 MW in peak terms, translating to 385 MW on the high-voltage network. Kalyon Enerji expects to finish it by the end of next year. It is already building the transformer as well.

Spanning 643 hectares, the site is just south of Kalyon Karapınar. The company expects the new unit to account for over 1 TWh of the estimated 4 TWh in annual output at the solar power complex.

With nearly one million new panels, total number would climb to more than four million.

Kalyon Karapınar introduced agrisolar concept to Turkey

Kalyon Karapınar was the winning project at Turkey’s first renewable energy auction, in 2017. The company won state support for the 500.5 MW extension in February this year, also under the Renewable Energy Zones (REZ or YEKA) mechanism.

Construction of the existing facility started in August 2020 on degraded and desert land. The operator’s affiliate Kalyon PV manufactured the solar panels, with a content rate of 80%. In the meantime, it reportedly climbed to some 90%.

According to Kalyon Enerji, increased shading and the soil’s higher water retention capability enabled the creation of a microclimate with lower temperatures and more biodiversity. Wind, solar reach 39 GW in total

Notably, another round of auctions was completed this week, with 650 MW awarded across seven provinces. The authorities earlier canceled the bidding for two YEKA zones due to permitting delays.

Minister of Energy and Natural Resources Alparslan Bayraktar said the combined capacity of wind and photovoltaics in Turkey has reached 39 GW. It means that solar power climbed to around 25 GW.

Greece to support 130 MW in agrivoltaics through tariffs

Greece aims to host a new batch of agrivoltaics, based on a bill of law that the Ministry of Environment and Energy submitted to Parliament. It includes subsidies.

Several proposed provisions concern carbon capture and storage (CCS), energy storage and renewable energy. Among them, a goal is set for the installation of 130 MW of agrivoltaics across the country.

Specifically, up to 10 MW would be allowed in each periphery (region), with individual projects at a maximum of 200 kW. The agrisosolar panels must be mounted at over 2.1 meters above the ground, in order to allow agricultural production below them. Alternatively, they can be installed on top of greenhouses.

Another interesting novelty is that agrivoltaics could be combined with battery storage unit. They would need to provide at least one hour of storage and wouldn’t be allowed to store energy from the grid, but only from the solar plant.

When it comes to the financial aspect, the agrivoltaic facilities would benefit from a EUR 65 per MWh tariff. It remains to be seen whether the sum is sufficient for support, as costs of photovoltaics raised at such height are higher than for traditional systems. The Panhellenic Association of Agricultural Photovolatics (PSAF) has warned that if the tariff is deemed too small, farmers will not invest in the technology and the entire program will be fruitless.

Applications to commence in February 2026

Eligible applicants are professional farmers or companies that have signed agreements with owners of cultivated fields and greenhouses. Each may install up to two agrivoltaic units.

Investors would be able to submit their applications for connection terms from February 2026. Consequently, the Hellenic Distribution Network Operator (HEDNO or DEDDIE) would decide on each project within two months, until the local limit of 10 MW is reached.

Energy communities reduce power bills for members, improve electricity market

Citizen energy communities make the energy system greener and benefit society at a local level, Josh Roberts from European federation of energy communities REScoop said in his presentation, organized in Belgrade by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is a form of association that also lowers costs for households, institutions and small firms and entrepreneurs, and contributes to the deployment of progressive technologies. Furthermore, it is a framework for democratic control.

The event included developers from the emerging segment of energy communities and cooperatives in Serbia. They outlined the current initiatives and pointed to challenges regarding market entry, financing and policies.

The establishment and operation of energy communities is arranged through the European Union’s latest legislation, as well as in Serbia and other Western Balkan countries, but they are not a new concept. For instance, such entities still accounted for almost half of wind power output in Denmark in late 1990s, according to Senior Policy Advisor Josh Roberts from REScoop, the European federation of energy communities and cooperatives.

Speaking at a gathering that GIZ organized in Belgrade he pointed to the benefits for citizens, small firms and entrepreneurs and for institutions from setting up or joining energy communities. Initiatives in Serbia were also presented, and their progress in the same field, and the event included dialogue on the necessary technical solutions for connecting to the distribution grid.

Brussels-based REScoop was founded in 2013. In its membership are organizations from 22 European countries. They include Serbian energy cooperative Elektropionir. It gained the most ground regarding association and the implementation of projects.

One coal town has put up signpost for energy communities in Slovenia

Among other examples, Roberts highlighted Slovenia’s first energy community with a rooftop solar power plant for joint use. The facility is on the roof of an elementary school. The project involves aid for people living in energy poverty and it is free to join the group.

It is in the town of Hrastnik in a former coal industry area. The participants already lowered their power bills by 30%, and the gains will be even greater when they pay off the loan, Roberts said.

There are more than 1,600 energy communities in Austria

The representative of the REScoop federation stressed that municipalities in the Belgian region of Wallonia have succeeded in obtaining the right for citizens to participate in investments in green energy projects. It resulted in the foundation of a range of energy communities.

Roberts especially commended Austria’s legal framework with regard to enabling citizens to participate. The country hosts more than 1,600 energy communities.

Energy community eases grid operator’s job

Energy communities are envisaged to return the invested funds to society at the local level. Subsidies are especially favorable for that, Roberts explained. Income is directed to education, infrastructure and aid against energy poverty.

The essence is that the community controls the distribution of the proceeds. In addition, grid operators can communicate more easily with one entity than with a hundred prosumers, Roberts underscored. Prosumers – or buyers-consumers, as they are formally called in Serbia, generate electricity for their own needs.

Pooling together enables providing services in the market, where energy communities can supply and store energy as well as conduct energy efficiency services, among other activities.

It means an entity of such type can ease the evening grid load, in moments of the highest demand, using energy from its batteries. That way, price peak shaving is achieved.

Registration process must be separate from defining activity

As for the procedure, Roberts said registration needs to be only for acknowledgement, rather than for approving specific activities.

“It’s about acknowledging the legal form and it’s about checking about how that legal form ensures compliance with the eligibility criteria. We have found very complex registration procedures. This does not work. It needs to be simple,” he stressed.

Conversely, in some jurisdictions there are simplified ways to get a supplier license. It enables an energy community to enter the activity gradually, instead of having to fulfill the requirements for all segments, even without having a comprehensive business model, the members or a business case, Roberts said.

He mentioned at the same time that one of the basic ideas is promoting inclusiveness.

“It’s already hard to set up an energy community, but it’s even harder to involve members who may have a hard time paying their bills, or have a lot less disposable income. So we found that the best models at the moment are for energy communities either to front the membership fees or for local authorities to pay for this upfront. And in energy sharing, we’re seeing more and more of energy donated to vulnerable households,” he stated.

Energy cooperatives helping improve rural areas from which people are leaving

Energy communities are giving people an opportunity for climate action and to contribute to their community, Roberts said. He added that such projects improve the area where they are conducted, stressing that it is especially important for rural areas from which many people are leaving.

A key point is that they enable participants to control their costs, production, consumption and energy sharing.

Importantly, energy communities are linked to the tradition of cooperatives, for which Serbia used to be known, but there is still much left to do around the legal framework.

There was word at the said gathering with representatives of institutions about the complexity of adjusting the electricity network to the production’s decentralization, as well as about the possibility to streamline the procedure for the establishment of energy communities and their operation.

Serbia is yet to address the accessibility of subsidies and financing, while currently the main issue is how to get grid connection approvals.

Enterprise, association or cooperative

The speakers and other participants in the event agreed that the electricity market isn’t complete without energy communities, while that they modernize and democratize it.

When it comes to Serbian regulations, such legal entities have the right to conduct aggregation, but they need a license for it. Notably, aggregators have balancing responsibility, so they need to cover the deviations from the forecasted output.

Energy communities were introduced in the latest version of the Law on Energy. When they become regular in practice, the framework will need to be adjusted gradually to the situation. Citizens, firms and municipal authorities establish energy communities as enterprises, associations or cooperatives.

The bottom line is to enable citizens to take part in the clean energy transition and achieve local environmental, economic and social benefits, as opposed to prioritizing profits. It implies collective ownership, democratic control and reinvestment into the community with the goal of reducing energy poverty and promote energy independence.

The basic technical requirement for members is to have a smart electricity meter.

Elektropionir pioneering agrisolar in Serbia

The event’s organizers gathered the people who achieved the first steps in Serbia – from the Sunčani krovovi (Sunny Roofs) energy cooperative, created in 2019, to Platform for Energy Transition, which participated in uniting three residential buildings in Niš, which have a joint solar power plant and electric vehicle chargers. It is one of the first six prosumers in Serbia in the category of homeowner associations.

The Elektropionir energy cooperative managed through crowdfunding to install two cooperative-owned rooftop solar power systems on the territory of the City of Pirot, on the buildings of a local community council and a cultural center. As part of the Solarna Stara project, on Mt. Stara planina, the two villages receive the income from the sale of surplus electricity.

Srem is set to become the main region in Serbia for community energy

Next, the same organization built the first agrisolar power plant in Serbia. The 20 kV facility is at an organic farm, Organela, near the city of Valjevo.

Another recent undertaking is a rooftop photovoltaic unit on a school in the town of Ruma, envisaged to be the basis for an energy community. In the same area, Elektropionir is working on the installation of several prosumer power plants on house roofs and on aggregating them, inspired by the enthusiasm and the solar system of its member Nenad Maričić.

Owners and neighbors can jointly invest and they will be able to become an energy community and share energy among themselves.

Center for Sustainable Development to integrate string of energy systems of various technologies

Near Ruma, which is in the Srem (Syrmia) region, the City of Sremska Mitrovica and Regional Development Agency Srem have launched a major project. It is for the establishment of renewable energy communities (RECs), which are essentially a subset of citizen energy communities (CECs).

The local authority provided land for research and development. It is next to the regional waste landfill and a wastewater treatment plant. The plan is that the Center for Sustainable Development builds and integrates a string of energy systems.

They would include combined heat and power (CHP) production – cogeneration – from biomass, small wind turbines and a PV plant. The project also involves heat pumps and a storage facility assembled from old batteries.

There would be a facility running on biogas from the landfill within the center, and a magnet electric generator. Residents of the adjacent village of Jarak would be able to join the energy community.

Belgrade Energy Community is focused on equity, solidarity

Another group emerging in community energy is Belgrade Energy Community. It intends to apply a model of collective self-consumption in an urban area, with a focus on trust, equity and solidarity.

Its idea is to enable people to generate, share and use green energy. The plan is to map roofs and consumption and set up the first pilot installations.

According to the Belgrade Energy Community, it will donate 5% of the output to households affected by energy poverty. It consists of a cooperative, a civil society organization, two small enterprises, several prosumers and citizens.

Romania’s coal town Turceni starts EUR 380 million green energy transformation

Turceni is dependent on the local coal power plant, so the municipal authority is turning to agrivoltaics, energy storage and green hydrogen to replace it. The small town in southwestern Romania is kickstarting a EUR 380 million project.

The coal plant in Turceni used to be one of the biggest in Europe, at 2.3 GW. Located next to the eponymous town in Romania’s Gorj coal region, only two units of 660 MW in total are still operational. At the same time, dozens of such facilities across Europe are shutting down ahead of schedule. The power plant and its associated mines within Complexul Energetic Turceni have been essential for the local economy, which is under threat of devastation amid the country’s coal phaseout.

As with other coal regions in the European Union, the solution is in green energy and new technologies. The town hall has signed a contract with the European Investment Bank for agrisolar parks, energy storage units and the production and storage of green hydrogen.

Turceni town hall secures municipal land for green energy projects

The project is worth a whopping EUR 380 million, Mayor Constantin Popescu revealed. Turceni and its administrative area have fewer than seven thousand inhabitants.

More than 123 hectares of municipal land (pastures) and more than 200 hectares of private land were designated for the renewable energy hub, the mayor stressed.

Partners in the project are Bankwatch Romania and GAL Sudul Gorjului, the so-called local action group for southern Gorj. Bankwatch said over 370 hectares would be switched to clean and sustainable energy production.

“We are glad that we had an important role in developing the project plan and aligning it with European environmental policies, as well as in applying for technical assistance. For a region that has been, for decades, a pillar of coal-fired energy, this project marks a strategic transformation: a transition to a future based on innovation, sustainability and strong partnerships,” the organization added.

Investments to start in 2026

Implementation is scheduled to begin next year. The project will contribute to a just transition of the region by increasing the production of electricity from renewable energy sources, Popescu asserted. In his words, it will be complementary to the local authority’s other ongoing and future decarbonization investments.

The mayor also highlighted the plans to use geothermal energy for district heating and agriculture.

Complexul Energetic Turceni is part of state-owned Complexul Energetic Oltenia (CE Oltenia). According to the company’s restructuring and decarbonization plan, the coal business will be separated from green energy and other investments.

They include projects for CCGT (combined-cycle gas turbine) power plants of 475 MW in Turceni and 800 MW in nearby Ișalnița, as the main replacement for coal plants. Both are suffering heavy delays.

Minister of Energy Bogdan Ivan said last week that CE Oltenia’s Ișalnița coal plant in neighboring Dolj county would be closed on January 1. Romania has asked the European Commission to delay the closure of several coal plant units, scheduled for this year, until 2030.

Earlier this year, a joint venture between CE Oltenia and OMV Petrom hired contractors for four solar power plants at former coal land, with a combined capacity of about 550 MW. One of the sites is in Ișalnița.

Foreign renewable energy investors remain committed to Romania as large plants coming online

Renewable energy companies from abroad aren’t intimidated by negative power prices in Romania, especially with the battery storage segment accelerating. Energy giants EDP Renewables and Engie have new solar power plants, and more renewable energy facilities are coming online, while the government is disbursing European grants.

The renewable energy market in Greece is consolidating and a number of foreign investors are leaving, but some other countries in the region that Balkan Green Energy News tracks remain attractive, especially Romania and Turkey. Big names from abroad keep coming, and the established ones are commissioning facilities and committing to more projects.

Like elsewhere in Europe and beyond, the increasing occurrence of low, zero and negative power prices are impacting the sentiment in Romania. But funding from the European Union, the government’s administrative support, renewable energy auctions and bets on battery storage seemingly outweigh the current risks.

EDPR’s new photovoltaic park Albina will generate 67 GWh per year

EDP Renewables (EDPR), subsidiary of Portuguese energy giant EDP, recently inaugurated its Albina photovoltaic plant. Located in western Romania, just outside of the city of Timisoara, the renewable energy unit came online late last year.

Albina has 60 MW in peak capacity and a 48.8 MW grid connection. The company expects it to generate 67 GWh per year. EDP said that with the new plant it reinforces its commitment to Romania. It operates wind and solar power plants in the country of over 570 MW in combined capacity.

Engie praises renewable energy potential in Romania

Engie Romania commissioned the sixth photovoltaic park in its portfolio. It is located in the commune of Ariceștii Rahtivani in Prahova county. Together with the new facility, of 37.2 MW in peak capacity, French Engie’s branch in Romania now has 248 MW in renewable energy in operation.

The site covers ​​57 hectares. Estimated annual output is 57 GWh. The firm owns three wind farms of 178 MW in total while its six PV systems have 70.3 MW in overall peak capacity. Last year it built one of the first hybrid power plants in the country.

Engie Romania said the new plant strengthened its position and praised the country’s “significant potential” in the renewable energy segment. The firm targets 1 GW in the country by 2030. It also distributes natural gas and supplies both gas and electricity, and offers energy services.

Rezolv building one of largest wind power plants in Europe

The Vifor wind farm in Buzău county, northeast of Bucharest, is almost half done. Rezolv Energy plans to finish it in 2027. The first phase is for 192 MW, with a planned expansion to a colossal 461 MW.

The company purchased Vestas turbines for the wind park, which is set to become the largest in Europe and the second-largest in Romania. The developer won a fixed electricity price for 15 years in the form of a contract for difference at the country’s renewable energy auction. The wind power plant will also benefit from a power purchase agreement (PPA).

Wind farm of 99.2 MW Galaţi in to launch operations next year

OX2 is building the Green Breeze wind farm, delivering the project as a turnkey construction project for the investor, Nala Renewables. The project involves 16 Vestas V162-6.2 MW turbines, or 99.2 MW altogether. Annual production at the future wind power plant in Galaţi in the eastern part of the country is 312 GWh, according to the estimate.

The facility is on schedule for the start of operations in the first half of next year. Together with Green Breeze, OX2 is working on 620 MW in five wind power projects. The Swedish company has said it intends to grow and diversify in the country.

Enery from Austria lining up renewable electricity plants in Romania

Romania-based Enevo announced that it started building a solar park of 54.2 MW in peak capacity for Enery Development.

Also in Dâmbovița county, Enery Element, the joint venture of the Austrian company with Element Power Group, has a project for a battery-backed PV park.

Total investment is some EUR 27.5 million, of which EUR 2.4 million is from the EU’s Modernisation Fund. The solar power component is 74 MW and the battery energy storage system (BESS) would provide 10.2 MWh in capacity. The location, formally run by project firm Gura Solar Plant, is in the Gura Ocniței commune.

Ecoener, headquartered in Spain, is developing an agrivoltaic project of 11 MW

A Spanish group with an annual turnover of almost EUR 100 million wants to build the first agrisolar park in Iași county, in the commune of Țibănești. Solar panels of 11 MW in total peak capacity would be placed 1.5 meters above ground. The investor, Ecoener, established a Romanian subsidiary for the endeavor: Ecoener Țibănești.

Greece’s PPC turning its wind, PV facilities into hybrid power plants with battery storage

Greek state-controlled Public Power Corp. (PPC) is developing a BESS investment through its firm Sun Challenge, which operates the Lumina solar power project in Călugăreni, Giurgiu county. The PV facility of 63 MW in peak capacity has been online for two years now. Lumina is PPC Renewables’ largest solar power unit in Romania.

It is one in a string of the Greek company’s energy storage projects. PPC plans BESS at its wind farms Topolog (27 MWh), Corugea (80 MWh) and Sălbatica (60 MWh) in Tulcea county. It slated another 120 MWh in total storage capacity at wind power plants Nicolae Bălcescu and Târgușor in Constanța county.

PPC operates wind, photovoltaic and hydropower capacity in Romania of 1.3 GW overall

The Fântânele-Cogealac-Gradina wind farm, which PPC took over from Macquarie Asset Management, already includes a BESS facility. The 600 MW facility is the largest in Romania of its kind.

In Prahova, PPC Renewables Romania plans a 10 MWh storage system at the Berceni 1 photovoltaic park, with an installed capacity of 9.8 MW. Another storage system, of 8 MWh, would be integrated with the Colibași photovoltaic park (7 MW) in Giurgiu county.

PPC operates wind, photovoltaic and hydropower capacity in Romania of 1.3 GW overall.

Turkey-based YEO Technologies, Danish company Eurowind Energy and Solarpro, a contractor from neighboring Bulgaria, all have new investment updates, too.

Constitutional Court of Bulgaria annuls exemptions for renewables on agricultural land

The Constitutional Court of Bulgaria scrapped a legal provision that enabled investors to build agrivoltaic facilities on high-grade agricultural land without changing its purpose, and one that simplified the procedure of changing the purpose to build renewable energy plants intended for non-agricultural needs.

Authorities can’t simplify procedures for renewable energy plants at the expense of agricultural land, a limited and non-renewable resource, according to the Constitutional Court of Bulgaria. The judges scrapped controversial measures aimed at promoting agrivoltaic and green energy facilities.

President Rumen Radev challenged them a year and a half ago, after the National Assembly changed the Agricultural Land Protection Act. He argued that it increases the risk of uncontrolled land conversion. The amendments have also affected energy legislation.

The court said the country’s constitution obligates the government to protect the environment and biodiversity and ensure the rational use of natural resources. Arable land is only for agricultural purposes and changes are allowed only exceptionally, if there is proven need and in line with the procedure determined by law, it added.

Agrisolar exemption lacked clear, precise criterion

It is unacceptable for basic legal provisions to be introduced in a bylaw to fill gaps in the law, the ruling reads.

The Constitutional Court annulled the exemption for agrivoltaic (agrisolar) projects from the obligation to change the purpose of the land. The definition of the concept in a bylaw, that it allows unhindered use of agricultural land, is insufficient for an exception, judges explained. They said a clear and precise criterion is required.

The other legal provision that the court scrapped was the simplification of the procedure to repurpose agricultural land for investments in renewable energy plants for non-agricultural purposes. Radev has disputed another similar measure, but parliament deleted it from the law in the meantime, so the Constitutional Court rejected his complaint.

Notably, investors now face higher expenses.

In 2013, the president also moved to overturn allowing wind, solar, hydropower and geothermal and bioenergy facilities on agricultural land graded 5 to 10.

But lawmakers soon limited the scope to grades 7-10, like before, so the panel rejected his request to determine the constitutionality of the original rule.

The Hungarian company primarily targets its home market, Slovakia, Croatia, and Serbia.

Such cooperation is vital to ensuring the security and reliability of electricity supply, facilitating the integration of renewable energy sources, and providing essential digital solutions, supported by expertise and professional know-how,” Chikán stressed.

In recent years, nuclear energy has emerged as a possible alternative. There is hardly a better interlocutor on this topic in the region than Dejan Paravan, the top man of GEN Energija, the Slovenian company developing the Krško 2 nuclear power plant project.

Dušan Živković, CEO of Elektroprivreda Srbije (EPS), will tell us about the Serbian power utility’s plans when it comes to nuclear energy.

Živković: Without decarbonization, the region’s energy sector has no future

“Without decarbonization, there is no future for the region’s energy sector, and that is the biggest challenge ahead of us. It is essential to accelerate decisions and ensure sustainable project financing mechanisms that will provide energy security for every country and power utility in the decades to come. By investing in existing capacities and new renewable energy projects, EPS, as the biggest utility in the region, will make its own contribution to energy security. That’s why we have initiated a transformation process – because we need to be more profitable, more efficient, and fully prepared to tackle any challenge,” Živković pointed out.

The energy transition, in his words, is the path EPS has chosen, and all its plans will align with that goal, based on the belief that the diversification of energy sources and new technologies are essential for achieving it. “These are just some of the key messages I will share with the participants of this year’s BEF,” said Živković.

Eric Scotto, co-founder and CEO of French company Akuo, will share the latest information on the energy transition from across the globe.

The company’s portfolio consists of 1.9 GW of power plants in operation and under construction, with a further 12 GW in the pipeline in more than 20 countries around the world, including a number of countries in the Southeast Europe region.

The integration of the Western Balkans’ electricity markets with the European Union (EU) markets is a process that deserves much greater public attention than it currently receives. It is safe to say that its true importance will become evident only once it is completed.

Full integration will unlock significant synergies, maximizing the benefits of a unified market by enhancing supply security, accelerating the integration of renewable energy sources, and fostering greater competition and transparency.

Moderator Dejan Stojčevski, CTO of the SEEPEX power exchange, says the panel seeks to encourage dialogue on the importance of cross-border collaboration and market efficiency in bolstering energy security and sustainability in the region.

Since market integration is largely the job of regulators, the challenges they face will be analyzed by Marko Bislimoski, president of North Macedonia’s Energy and Water Services Regulatory Commission (RKE).

He says that three things are essential for the regional integration of electricity markets into a single European market: investment, investment, and nothing but investment. In his words, the energy crisis demonstrated that limitations become a reality when governments fail to prioritize the implementation of key energy infrastructure capacities in their budgets.

“This past winter, the region faced the highest electricity prices compared to the rest of Europe. Why? Because the implementation of energy investments is not just a ribbon-cutting ceremony. Today, more than ever before, the countries of the former Yugoslavia must demonstrate maturity. These are the years when energy independence will be built through action. As much as contesting the energy transition may be futile, there are still those who find such a view meaningful, especially in light of certain global political developments. That’s why it is important to give the floor to some of the transition leaders and let them testify that an energy revolution is indeed underway in the region.

The panel’s moderator Mirza Kušljugić – professor, energy expert, and one of the founders of Bosnia and Herzegovina’s Centre for Sustainable Energy Transition Centre (RESET) – goes one step further to show that change is not only happening but also accelerating.

“The key words are a new energy paradigm driven by the four Ds – decarbonization, digitalization, decentralization, and democratization. But now we also have another D: disruption, or radical change in the industry and market caused by technological innovation. Of course, we must focus the discussion – from global processes (China, the US, the EU, the Global South) to where the region stands in all of this,” Kušljugić points out, providing a perfect introduction to the panel.

Turković: It’s more important than ever to have open discussions about real solutions

Aleš Prešern, Vice President and Head of Southeast Europe at Siemens Energy, has worked in the energy sector for more than 20 years. He recalls that digitalization is key, along with grid resilience and electricity transmission.

With nearly 100,000 employees in more than 90 countries, Siemens Energy develops the energy systems of the future, ensuring that the growing energy demand of the global community is met reliably and sustainably. The technologies created in the company’s research departments and factories drive the energy transition and provide the base for one sixth of the world’s electricity generation.

PPAs as a key to renewable energy growth in SEE

Power Purchase Agreements (PPAs) are, like flexibility, a tool for fixing the imperfections of renewable energy sources, and they are recognized as a key mechanism within the new electricity market design. They ensure price stability, attract new investment, and accelerate the decarbonization of industry.

Is the region ready for PPAs? What are the dominant models? What is the current market practice? How are PPAs viewed by financial institutions? What do they offer to end consumers and what to investors in new power plants? Answers to these questions will be sought at the panel moderated by Mislav Slade-Šilović, Energy, Utilities & Resources Consulting Leader for Southeast Europe and member of the core PPA team at consultancy PwC.

Experience with PPAs for more than 500 GWh of electricity

Slade-Šilović’s experience in concluding PPAs for the production and consumption of over 500 GWh of electricity per year in the SEE region will certainly be of help.

Nikola Gazdov, Chairman of Bulgaria’s association for electricity production, storage, and trading (APSTE) and member of the Board of Directors of the European solar industry association SolarPower Europe, has no shortage of experience either. As CEO of three companies – Enery Element GmbH, Element Power Group, and Renergy – he is involved in the development of a large number of projects.

Pexapark, a company that provides logistics to businesses in the renewable energy market, is synonymous with PPAs in Europe. Natalija Ljubić is the Manager for PPA and BESS Transactions at Pexapark, which has helped conclude contracts for facilities with a combined capacity exceeding 35 GW.

The views of electricity buyers – without whom there would be no PPAs – will be conveyed by Ivana Đurović, Category Manager for Renewable Energy at Knauf Group.

Slovenia’s NGEN is the technology sponsor of BEF 2025

Slovenian energy company NGEN, the technology sponsor of the conference, has managed to establish itself as a significant player in European markets in just five years of operation and is now ready to enter the Western Balkans’ markets.

Specializing in premium battery storage systems and smart energy solutions, the company is developing systems with a total capacity of 1.6 GWh in European countries. Its founder, Roman Bernard, will be speaking at the panel.

Also taking part in the panel will be Luka Renko, COO of KOER, a pioneer in virtual power plants in the region.

Rounding off the lineup of exceptional panelists will be Nikolaj Candellari, who is responsible for project management at CyberGrid. The software company was acquired a few years ago by Austria’s EVN, one of the first to demonstrate that greater integration of renewable energy sources, battery storage, and prosumers is not possible without digitalization and software solutions.

In a nutshell, this innovative company stands for the digitalization of the energy sector, with a focus on virtual power plants.

Serbia allocates entire quota at second auctions, investors to install 645 MW of wind, solar

Serbia allocated the entire 424.8 MW quota in its second wind and solar power auction. According to the Ministry of Mining and Energy, the winning bids came from investors from China, the United States, France, and Serbia. They intend to install ten power plants with a total capacity of 645 MW.

The Ministry of Mining and Energy conducted the second round of renewable electricity auctions. Forty-one applications were submitted for market premiums, and 37 were declared valid. Both segments were oversubscribed. Investors in wind submitted bids for 444 MW, and the quota was 300 MW. For solar, they applied for premiums for 260 MW, compared to the available 124.8 MW.

The winners have the right to sign 15-year contracts for difference (CfDs).

Seven bids were declared valid for wind, and five filled the quota. Investors will build wind parks with an overall capacity of 468 MW, and premiums will be awarded for 300 MW, according to the proposed ranking list, published on the ministry’s website, which tracks renewable energy tender procedures. The maximum acceptable bid for wind farms was EUR 79 per MWh, and the investors offered from EUR 53.59 to EUR 68.25, according to the announcement.

These are the winning bidders: Matrix Power, owned by French developer Akuo Energy, Windvision Windfarm A, Windvision Windfarm B, Crni Vrh Power, owned by Chinese companies Shanghai Electric Power & Energy Development Limited and CMC Capital, and Jasikovo, owned by Serbian citizens.

The crowd was much bigger for the solar segment. Five projects won the right to market premiums. A total of 30 applications were valid. The quota was 124.8 MW, and the selected investors are set to install photovoltaic plants with 177 MW in combined capacity, the ministry’s proposed ranking list shows.

It said that the investors offered prices from EUR 50.9 to EUR 59 per MWh. The ceiling for electricity from photovoltaic plants was EUR 72. The following firms had winning bids: Vemi Biogas, Kobra Global, Solarina, Mona Green Energy 2, and Brankov Solar. The 150 MW Solarina project is the only large one, while Brankov Solar is an agrisolar one.

Solarina is owned by CWP Europe, and Mona Green Energy 2 by Serbia’s Mona Holding. The three other firms are owned by Serbian citizens.

The ministry noted that the total planned investments of the winning bids is EUR 782 million.

Đedović Handanović: All produced electricity will be offtaken by Serbia’s utility EPS

Minister Dubravka Đedović Handanović said the second round of auctions was highly successful in capacity and offered prices. Importantly, all electricity from the power plants that get the premiums will go to state-owned power utility Elektroprivreda Srbije (EPS) and be used to supply domestic businesses and households.

“The offered prices are very competitive, i.e. EUR 50.9 per MWh for solar and EUR 53.5 per MWh for wind, which is significantly below the market levels. According to our incentives model, this means we don’t expect power plants will be subsidized but that they will return windfall profit to the state as long as market prices are higher than those offered by the auction winners,” she stated.

The confirmation of good conditions for investment in Serbia

Đedović Handanović stressed that the high interest by investors is a confirmation of good conditions for investments in Serbia.

“In addition to domestic investors, the winners of these auctions are also investors from China, the USA, and France. It demonstrates that Serbia is globally recognized as a good destination for investment, which will be very significant in achieving our strategic goals in the energy transition process,” she said.

In 2023, the Government of Serbia adopted the incentives plan for renewables for a three-year period through 2025. It said it would award market premiums for 1.3 GW. The first round of auctions was conducted in 2023. The selected projects, for 715 MW in total capacity, are all supposed to be connected to the grid by the end of next year.
